Abdul Bari described the incident to Mrinal Singh, an officer at the Domkal PS. The officer and
a few PCs went to the spot and seized the motorcycle.
The next day, when Abdul Bari went to the police station and asked for the perpetrators’ arrest, he
was detained until 10.00pm. Before releasing him, the police asked him to return the next day.
The next day, Abdul Bari went to the station and learned nothing. The officers there advised him
not to go to the court, and falsely told him that his daughter had gotten married. Abdul Bari lodged
an FIR u/s 363/366/372/120B/34 IPC, dated 14.08.06, and obtained a copy.
Victim Fatema Khatun, age 13, was a maidservant. She helped her family members, including
her mother Shahanara Bibi, who suffers from various diseases and could not work regularly as
a rag picker.
On 11 February 2007, Shahanara Bibi scolded her daughter Fatema over a petty family issue.
Fatema Khatun left her house in the morning for her usual work, but went first to her uncle’s house
and then decided to go to her aunt’s house, in Lakshikantapur, South 24 Parganas District.
After three days, Fatema Khatun’s aunt came to Fatema Khatun’s house and informed Shahanara
Bibi that Fatema Khatun had not reached Lakshikantapur. Shahanara Bibi searched for Fatema
Khatun at her relative’s houses and elsewhere, but could not find her.
On 17 February 2007, Shahanara Bibi went to the Ultadanga PS to lodge a missing diary, but the
duty officer refused to accept it. He advised Shahanara Bibi to lodge a complaint with the
Government Railway Police Station at Dumdum or the Railway Protection Force at Sealdah
instead.
On 21 February 2007, Shahanara Bibi again went to lodge a complaint at the Ultadanga PS. SI
Annapurna Sarkar refused to register any missing diary, instead ordering Shahanara Bibi to
bring Jasimuddin to the police station and promising to take action thereafter.
