Victim Jakir Seikh lives within the Jalangi PS’s jurisdiction.
On 25 September 2006, some people attacked Seikh in the road. They beat him with wooden
sticks, a bomb, a pistol, and other arms. Seikh was badly wounded and bleeding. Seikh was
taken to Sagarpara Hospital, and he ultimately lodged a complaint against his attackers at
Jalangi PS. No action was taken by the Jalangi PS.
On 28 September 2006, Jalangi PS police officers arrested Seikh and detained him without a
warrant. In prison, ASI Somnath Singha and police officer Sailen beat Seikh and demanded that
he compromise with his attackers.

Case Details:
Victim Binoy Halder is 30 years old. Victim Bishnu Halder is 28 years old. Victim Suryakanta
Mondal is 36 years old. All three are from Jalangi District, West Bengal, and they were
members of Scheduled Caste communities.
On 30 December, Binoy Halder, Bishnu Halder, and Suryakanta Mondal went to catch fish.
At around 10.00am, the families of Binoy Halder, Bishnu Halder, and Suryakanta Mondal
learned that personnel from the Yusufpur Camp of the Bangladesh Rifles had taken Binoy
