On 9 October 2006, victim Julekha Begam and Minajul Rahaman ran away from home and<br />

eloped. The couple ran away because Rahaman’s family did not approve of the relationship.<br />

Rahaman’s family has strong political connections.<br />

Rahaman’s family located the couple and abused Begam. After Begam became pregnant,<br />

Rahaman’s family demanded payment of one lakh rupees in addition to gold and furniture.<br />

When Begam refused, the family beat her, and threatened to kill both her and her unborn baby.<br />

On 2 August 2006, Rahaman left Begam. Begam attempted to lodge a complaint at Rishra PS,<br />

but the police refused and told her to file a complaint in court.<br />

On 3 October 2006, Julekha lodged her complaint in the Court of Additional Chief Judicial<br />

Magistrate, Serampore under section 498(A)/406/34 I.P.C. The complaint was considered a<br />

FIR and transferred to the Rishra PS for investigation. However, the Rishra PS police officer<br />

did take any subsequent action, based on the Rahaman family’s political ties.<br />

Begam also lodged a complaint with Rabindranath Sarkar, Sub Divisional Police Officer, but he<br />

has taken no action.<br />
