Case Details:<br />

Victim Debashish Biswas, age 38, is a resident of Kalikapur, Barasat. He is a member of the<br />

political party SUCI.<br />

On 12 July 2007, a woman gave birth to twin children in the Barasat State General Hospital. Due<br />

to the carelessness of some Hospital staff, one of the babies died prematurely. The Hospital staff<br />

did not allow the father of the babies to enter the hospital.<br />

Debashish Biswas went to the Barasat Police Station with the father of the newborn child to file a<br />

complaint against the Hospital authorities for their negligence, but the police refused to register<br />

any case.<br />

At the same time, other members of SUCI also reached the Hospital to register a complaint with<br />

the Hospital Superintendent. The Superintendent informed the police and the SDO. The police<br />

and media personnel arrived. Female SUCI members surrounded the SDO’s car. The SDO<br />

became angry.<br />

The police conducted an indiscriminate lathi-charge. They also arrested some of the protesters,<br />

including Debashish Biswas.<br />
