Rekha Panja filed complaints at Baranagar PS many times, all were ignored. On 4 March<br />
2007, Madan Mohan Panja also attempted to file a complaint at Baranagar PS, but the POs<br />
refused to give him the General Diary Entry Number.<br />
Mr. Panja sent a copy of the complaint to SP, Barasat, North 24 Parganas. Mr. Panja currently<br />
is on leave because he has lost sight in his right eye.<br />

Case Detail:<br />
Victim Asha Beguma is a child from Bangladesh. A sex worker named Champa @ Bristi (who<br />
was well known to the BSF officers, having visited India several times before with no passport)<br />
offered Asha Beguma a suitable job in India. Asha Beguma agreed.<br />
On 7 June 2007 at around 7.00pm, Asha Begum was among 6 persons crossing the border<br />
into India. Asha Begum and Champa were caught and brought to a temporary BSF shelter.<br />
A BSF constable dragged Asha Beguma outside in front of other BSF personnel and raped her.<br />
An officer of the BSF intelligence wing (DIB) arrived, directed that Asha Beguma receive a<br />
medical check-up, and lodged a complaint with the Raninagar PS. Asha Beguma was taken to<br />
a primary health centre and then to the station.<br />
With the help of local police, BSF personnel managed to suppress the rape charge. Further,<br />
acting on a complaint by the BSF, the Raninagar PS filed a charge (Case No. 109, dated<br />
08.06.07) against Asha Beguma and Champa u/s 14(A)(B) of the Foreigners Act.<br />
Under the order of SDPO (Domkal), Asha Beguma was sent to the Beharampur District<br />
Hospital under police custody, where Dr. S.B. Kanjilal recorded that Asha was not raped.<br />
On 9 June 2007, Asha Beguma and Champa were sent to the court of ACJM (Lalbagh), from<br />
which they were remanded to judicial custody.<br />
Prison official Singh has stated that Asha Beguma told him that she was raped by BSF personnel,<br />
but that the medical examination disproved this allegation.<br />
