Case Details:<br />

Victim Habibur @ Babu Shah was herding his cattle in a farm near Out Post No 3 of BSF<br />

Battalion 190. Suddenly, a PC from Out Post No 3 started beating Habibur. The PC beat Habibur<br />

until he was unconscious. Some villagers witnessed the beating and rescued Habibur.<br />

Habibur’s father Mr. Hazrat Shah, attempted to file a complaint regarding this at Jalangi PS on 3 rd<br />

August 2007, but the police only filed a General Diary entry. Though Habibur appeared very<br />

weak and the marks from the beating were visible on his body, the police refused to issue a letter<br />

for medical treatment.<br />

Mr. Hazrat Shah took Habibur to a doctor, who was previously a BSF Employee. The doctor<br />

refused to issue a medical certificate since Habibur lived in the border areas.<br />

Victim Hazera Bewa, age 70, is a widow and a Muslim. She lives in Kartiker Para village.<br />

On 11 September 2007, Hazera Bewa’s son had a conflict with Mafikul Seikh; the conflict had its<br />

origins in a quarrel at a wedding that Hazera Bewa had attended on 15 August 2007. Mafikul<br />

Seikh lodged a complaint at the Raninagar PS.<br />

At around 9.30pm, SI Pradip Biswas (who was allegedly drunk) and four other officers from<br />

Raninagar PS entered Hazera Bewa’s house, beat her, insulted her, and ransacked her house.<br />

They broke her locker and took Rs. 26,700.
