Case Details:<br />
Victim Dipak Dutta, age 67, was an employee of Hindustan Motors and was politically inclined<br />
to the Socialist Unity Centre of India (SUCI). He was actively involved with various sociopolitical<br />
movements. He resides in Keshpur village, Hooghly District, <strong>West</strong> <strong>Bengal</strong>.<br />
On 23 November 2006, Dipak Dutta and thousands of others marched in protest against a<br />
forcible land acquisition at Singur. All of the marchers were unarmed. The march started from<br />
Khadinamore and reached Gharimore, Chinshura at around 2.45pm. There, they found a<br />
huge band of armed police personnel. They shouted slogans for a few minutes. Then the<br />
Inspector in Charge of Chinshura PS instructed the police to conduct a lathi-charge against the<br />
protestors.<br />
Dipak Dutta’s waist and legs were badly injured; he could not run away like many other protestors.<br />
Instead, he lay immobile on the ground. The police grabbed him and dumped him into a police<br />
vehicle.<br />
At 5.20pm, the police took Dipak Dutta and other injured protestors to the Chinshura Imambara<br />
Hospital.<br />
At around 6.30pm, a doctor came to see Dipak Dutta, but allegedly under instructions from the<br />
administration he did not initiate any treatment.<br />
On 24 November 2006, an x-ray was taken of Dipak Dutta. That day, Dipak Dutta was not<br />
produced before a Magistrate.<br />
On 26 November 2006, SUCI leader Parimal Sen and the District Administration reached an<br />
agreement that after Dipak Dutta was discharged from the Hospital he would appear before the<br />
criminal court at Chinshura.<br />
