ground against the PO and SI. Somnath Bandyopadhyay, the Officer In Charge of the PS,
came out of his office and ordered Mr. Ali to make a record in the General Diary.
The next day, SI Swapan Kumar Saha visited Ramesh’s house, neighborhood, and the
Dayarampur Border Outpost to investigate the incident. Thereafter, the SI from the Outpost and
some other officers, DIB officials of BSF, Phul Kumar Singh, Company Commandant, BSF,
Parimal Biswas, Deputy-Pradhan of Ghosh Para Gram Panchayat, and some unidentified
individuals visited Ramesh’s house and pressurized him and his family members to withdraw
the complaint.
Ramesh also sent a letter of complaint to the District Magistrate, Murshidabad; the SP,
Murshidabad and D.I.G. BSF, but no action has yet been taken. Ramesh continues to live
under threat and intimidation of the BSF and Police.

Case Details:
On 4 February 2007, Railway Protection Force (RPF) Officer Pandey was searching for a
theft suspect. Officer Pandey came across victim Shankar Ghosh and Ghosh’s friend in a
crossing, and he arrested them without a warrant.
At the RPF officer, RFP Officer Mahesh beat Ghosh and his friend with a wooden stick.
The next day, Ghosh and his friend were released, but they were warned not to discuss their
treatment. They were not provided any medical treatment.
