Case Details:
Victim Panna Seikh worked as a menial labourer, and he was also involved in cross-border
cattle smuggling.
On 8 May 2007, Seikh and a companion attempted a cattle smuggling operation. They had the
consent of the local BSF personnel (because the head smugglers conspire with the BSF, local
police, and influential local persons to allow poorer persons to deliver the cattle). However,
some other smugglers did not have the BSF’s consent, which angered the BSF personnel.
As a result, BSF personnel fired their guns, and Seikh sustained two injuries. One bullet passed
completely through his left arm and another completely through his neck, suggesting that the
bullets were most likely fired at close range.
