On duty police personnel kept them at separate room and compelled them to change their<br />
clothes in front of male policemen. Those victims were not provided any food at night at the<br />
police station. Next day on 9 th July 2007 Mr. Biman Mridha, the Officer in Charge of Dhubulia<br />
PS, and Ms. Sabita, female police of the PS beat them mercilessly by baton. After illegal<br />
detaining them for two days, the police registered a case against them and they were produced<br />
before Krishnanagar Chief Judicial Magistrate Court on 10 th July 2007 under section ITPA.<br />
Each of them managed bail by spending Rupees 1500/-. The victims were so scared that they<br />
did not gather courage to visit doctor for treatment after getting bail from court. Fact finding team<br />
collected a snap of Sathi Mondal, one of the victims clearly showed her wounds. The victims<br />
sent written complaint to the secretary of ‘Durbar Mahila Samannay Committee’ (a women<br />
rights organization). The organization sent written complaints to several higher police officials but<br />
no action was taken against the perpetrators.<br />

Case Details:<br />
Victim Chanubala Mondal, age about 50, is a farmer. She resides in Basnabad village,<br />
Murshidabad District.<br />
On 28 January 2007 at 8.30am, Chanubala Mondal was returning home from her farmland<br />
after engaging a few labourers in sowing seeds. While she was crossing the 3 Number O.P.<br />
Point Camp of the BSF, an officer on duty there asked her if she was returning after smuggling<br />
goods. Even before Chanubala Mondal could explain that she was returning from her farmland,<br />
the officer started beating her with sticks. He insulted her and used obscenities.<br />
Chanubala Mondal was injured all over her body. She fell to the ground. Chanubala Mondal<br />
was helpless and immobile, and could not take immediate medical treatment.<br />
The victim was later treated for her injuries by a local quack, Tapan Dutta.<br />
Later, Chanubala Mondal went to lodge a complaint at the Raninagar PS. However, the police,<br />
instead of filing a criminal case, recorded her complaint as a General Diary Entry. No action<br />
was taken.<br />
