On 17 September 2002, Dipa Biswas gave birth to a daughter.<br />

On 5 September 2006 in the morning, Dipa Biswas’s in-laws drove her out of the house,<br />

keeping her daughter behind. Dipa Biswas went to live with her mother.<br />

Dipa Biswas made efforts to recover her daughter from her in-laws’ house, but her in-laws<br />

resisted.<br />

Dipa Biswas lodged a complaint with the Additional Chief Metropolitan Magistrate, Kolkata, u/s<br />

156(3) Cr.P.C., and a criminal case was initiated u/s 498A, 406 and 34 IPC, dated 26.09.06.<br />

On 28 October 2006, the Court directed the OC of Shyampukur PS to investigate the matter. PI<br />

Shanatanu Chatterjee of the same station took no action, even after three months.<br />

Dipa Biswas and her mother requested the OC several times to take steps to help them, but no<br />

action was taken. The police did not inform Dipa Biswas of the case number assigned to her<br />

case.<br />

On 15 Janaury 2007, Dipa Biswas learned that the police of Shyampukur PS had transferred<br />

the case to the Madhyamgram PS, under Barasat Court, in her in-laws’ area.<br />

No further action has been taken; Dipa Biswas’s daughter remains with her in-laws.<br />

Victim Dipsikha Manna, age 22, married Santanu Manna on 14 December 20<strong>03</strong>. Her parents<br />

did not pay a dowry. Afterwards, her in-laws physically and mentally abused her. They did not<br />

allow her father Gopal Chandra Sur or her family members to meet her or the son that she bore.<br />

Dipsikha Manna’s in-laws demanded Rs. 150,000 as a dowry, in exchange for which they<br />

would permit Dipsikha Manna’s family to see her son. Gopal Chandra Sur had no means to<br />

pay that amount.<br />
