Annual Report on Torture
2007
Case Details:
Victim Satyen Mondal, age 17, made his living by smuggling cattle across the Indo-Bangladeshi
border. Victim Basudeb Mondal was engaged in the same work.
On 26 June 2007, Satyen and Basudeb Mondal were smuggling cattle when some BSF officers
indiscriminately fired bullets at the border area. Basudeb Mondal died immediately. Satyen
Mondal sustained wounds to his right abdomen, and lay in his own blood for one and a half hours.
One BSF officer tried to kill Satyen Mondal while he was injured, but another officer prevented the
first from firing.
The BSF Company Commandant arrived and took Satyen Mondal to the Baharampur New
Government Hospital, where he was transferred to the Nilratan Sarkar Medical College and
Hospital in Kolkata.
Satyen Mondal’s father Nemai Mondal tried to lodge a complaint by telephone with the Raninagar
PS, but the officers refused to oblige, instead
demanding that Nemai Mondal bring Satyen
Mondal to the station first. When Nemai Mondal
later did so, the officers still refused.
On 30 June 2007, Satyen Mondal was returned to
the Baharampur New Government Hospital.
On 5 July 2007, Satyen Mondal was discharged.
He was physically crippled, and to this day cannot
walk.
