Case Details:<br />
Victim Dhiraj Bhattacharya was regularly harassed by Samar Basu, a notorious man in<br />
Serampore village, beginning in 20<strong>03</strong>.<br />
On 16 August 20<strong>03</strong>, when Dhiraj Bhattacharya was returning from a blood donation camp,<br />
Samar Basu’s wife and two sons beat him up. Dhiraj Bhattacharya went for treatment to the<br />
Serampore Hospital and lodged a Diary at Serampore PS (General Diary No. 990). No action<br />
was taken.<br />
Samar Basu was involved in several such cases in that area, so on 25 July 2005 the local<br />
people submitted a mass petition against him to the Inspector in Charge of Serampore PS, also<br />
sending copies to the SDO and the SDPO (Serampore).<br />
At that time, a case of hooliganism was also pending against Samar Basu in the Aerampore<br />
ACJM Court (No. C.R.241/05), in which Dhiraj Bhattacharya’s father Dwijendra Nath Bhattacharya<br />
was an eyewitness. When Samar Basu insulted and threatened Dwijendra Nath Bhattacharya,<br />
the latter lodged a General Diary at the Serampore PS (No. 433, dated 07.08.05), also sending<br />
written complaints to the SDPO (Serampore) and the Inspector in Charge of Serampore PS. No<br />
action was taken.<br />
On 9 August 2005, SI Rajib Bhattacharya of Serampore PS threatened Dwijendra Nath<br />
Bhattacharya on Samar Basu’s behalf.<br />
Samar Basu was a tenant at Atul Chandra Ghatak’s house; the two were parties to a longstanding<br />
civil case. Dhiraj Bhattacharya helped Atul Chandra Ghatak to evict Samar Basu pursuant to a<br />
High Court order of 15 May 2007. Subsequently, Samar Basu threatened the lives of both Dhiraj<br />
Bhattacharya and Atul Chandra Ghatak.<br />
On 22 May 2007, when Dhiraj Bhattacharya and Dwijendra Nath Bhattacharya were going to the<br />
dentist, Samar Basu’s wife and son insulted them. Samar Basu then attacked them with a knife;<br />
Dhiraj Bhattacharya’s face was severely injured.
