Kartik Chandra Haldar works as a weaver. He lost his house in the 2000 floods, and was living afterwards in the office building of a weaving cooperative. Some ex-members of the cooperative repeatedly tried to evict Kartik Chandra Haldar and his family, and often abused them. Kartik Chandra Haldar lodged a complaint at the Balagar PS. No action was taken. On 5 November 2007, Kartik Chandra Haldar filed a Miscellaneous Proceeding Case u/s 144 Cr.P.C. in the Court of the Executive Magistrate, Sadar, Hooghly. However, Kartik Chandra Haldar did not return home until late that night and could not go to the Out Post in time.
At 11.20pm, the officers returned to Kartik Chandra Haldar’s house, pushed open the door, insulted him, and ordered him to come out. They forced Kartik Chandra Haldar to sign a blank paper and demanded that he leave the building by 23 November 2007. Kartik Chandra Haldar treid to show them his court papers, but they refused to look at the papers and insulted him again. Kartik Chandra Haldar went to the Balagar PS to lodge complaint, but the OC was absent so he could do nothing. Kartik Chandra Haldar made several visits to the station to lodge a complaint, but the OC refused to meet him every time. Kartik Chandra Haldar sent a complaint to the Superintendent of Police, Chinsurah, Hooghly, against those who had mistreated him. At 12:00pm, 100 police officers from the Pandua Police conducted a lathi charge against the protestors. A make police officer struck Mondal on the head with a wooden roller, knocking her to the ground and causing severe head injury. The police officer continued to beat Mondal while she was on the ground and repeatedly kicked Mondal in the stomach. A male police officer also assaulted Das. The police officer pulled Das by her hair to his police car, ripping out a chunk of her hair and causing Das severe pain.
