He is a daily wage labourer at a tailoring shop, and a strong activist for the local political party Trinamul Congress. On 23 July 2007 the Trinamul Congress party held a programme for submitting a deputation at the Block Development Office, in which Dinabandhu Bairi took part. The BDO was not present in his Office that day, so his assistant requested the party members to submit their deputation before him. However, the party members did not agree; they became angry because their programme was fixed beforehand. They locked the BDO Office and went to Udaynarayanpur PS, where they agitated ever more strongly. Someone among them threw stones at the police station. The police conducted a lathi-charge and drove them away. The police filed a case against eleven of the party members, including Dinabandhu Bairi, u/s 147/148/149/186/323/353/325/308/427/506 IPC, 3 PDPP Act, and 9 MPO Act. The case is now pending at Ulubaria Court. That night, the police started a raid in the Sitapur area. On 24 July 2007 at around 8.30pm, while Dinabandhu Bairi was at the tailoring shop, OC Mansur Mohammad Daud Hossain arrived and started to insult him. The OC ordered Dinabandhu Bairi to go to the Udaynarayanpur PS with him. Dinabandhu Bairi wanted a few minutes to close the shop, but the OC refused to give him any time. The OC pulled Dinabandhu Bairi out of the shop by force, kicked him, slapped him, and insulted him. The OC then dragged Dinabandhu Bairi to the police station and put him in the lock-up. The police did not prepare arrest memo, nor did they inform Dinabandhu Bairi’s family members of his arrest. On 25 July 2007, Dinabandhu Bairi was produced before the Additional Chief Judicial Magistrate Court, Ulubaria. He told the judge about his abuse by the OC. The judge sent him to the Ulubaria Sub-Jail. On 3 August 2007, Dinabandhu Bairi was again produced before the Court, where he was given bail. Dinabandhu Bairi’s father sent written complaints to the Superintendent of Police (Howrah) and to the District Magistrate (Howrah). No action has been taken.

He was actively involved with various sociopolitical movements. He resides in Keshpur village, Hooghly District, West Bengal. On 23 November 2006, Dipak Dutta and thousands of others marched in protest against a forcible land acquisition at Singur. All of the marchers were unarmed. The march started from Khadinamore and reached Gharimore, Chinshura at around 2.45pm. There, they found a huge band of armed police personnel. They shouted slogans for a few minutes. Then the Inspector in Charge of Chinshura PS instructed the police to conduct a lathi-charge against the protestors. Dipak Dutta’s waist and legs were badly injured; he could not run away like many other protestors. Instead, he lay immobile on the ground. The police grabbed him and dumped him into a police vehicle. At 5.20pm, the police took Dipak Dutta and other injured protestors to the Chinshura Imambara Hospital. At around 6.30pm, a doctor came to see Dipak Dutta, but allegedly under instructions from the administration he did not initiate any treatment. On 24 November 2006, an x-ray was taken of Dipak Dutta. That day, Dipak Dutta was not produced before a Magistrate. On 26 November 2006, SUCI leader Parimal Sen and the District Administration reached an agreement that after Dipak Dutta was discharged from the Hospital he would appear before the criminal court at Chinshura.
