Case Details:
Victim Sonjoy Mondal was an 18 year-old student. On 30 August 2007, while he was going to
a coaching class, about seven or eight PCs of 90 Battalion BSF caught him and asked for his
Voter Identity. Sonjoy told the PCs that his name was not included in the Voter’s List, and instead
showed them his School Identity Card. The BSF personnel tore his Identity Card and beat him
mercilessly.
Later, Sonjoy lodged a complaint at the Raninagar PS and to the BDO, but no action was taken.
According to the BDO, people who stay in the border area are expected to tolerate these kinds
of incidents.

Victim Sukumar Malik lives in Dule Para, Budul village, Hooghly District. The people of Dule
Para are very poor and vulnerable labourers. They are under the control of the local CPI(M)
cadres. They are often accused in false cases and abused by the police.
On 15 November 2007 at midnight, a police force from the Jangipara PS entered Sukumar
Malik’s house forcibly by breaking the door. They started beating Sukumar Malik, dragged him
out of his house, and took him to the police station along with other villagers. The police did not
disclose the reasons of the arrest at the spot, nor did they issue any arrest warrant. The police
