Case Details:<br />
Victim Giasuddin Mondal was an iron scrap trader based at Jibanpur, North 24 Parganas. He<br />
was the only bread-winner of his poor family. As his business was flourishing, agents of the local<br />
PS used to collect Rs. 100 per month from him; the agents later demanded a hike in the amount.<br />
On 31 January 2007, the police arrested Giasuddin Mondal on an accusation of theft of electric<br />
wires. Giasuddin Mondal spent almost seven days in prison.<br />
On 2 August 2007 at about 7.30pm, SI Ayub Ali of Deganga PS, along with four or five police<br />
personnel, came to Giasuddin Mondal’s shop and arrested him. His little son hugged him with<br />
fear but those policemen pushed his son aside and brought Giasuddin Mondal to the station.<br />
At the station, PI Julfikaqr Ali Mollah tortured Giasuddin Mondal in an inhuman and brutal<br />
manner. The PI forced Giasuddin Mondal to put his head on a table while he fully sprayed acid<br />
into his rectum. This method of torture wreaked havoc with Giasuddin Mondal’s health: his<br />
rectum swelled greatly and he bled profusely from his anus.<br />
Annual <strong>Report</strong> on Torture<br />
2007<br />
On 4 August 2007, Giasuddin Mondal was sent to Biswanathpur Hospital for a medical checkup,<br />
but the casual examination revealed nothing. Giasuddin Mondal was produced before Court of<br />
the Magistrate at Barasat after twenty-four hours of detention. There, Giasuddin Mondal was<br />
implicated in a police case (Deganga PS Case No. 154, dated 04.08.07) u/s 399/402 IPC r/w<br />
25(1)/(a) 127 of the Arms Act, for preparing to commit dacoity and assembling for such purpose,<br />
and for illegal possession of fire arms. The Magistrate ordered Giasuddin Mondal remanded<br />
until 13 August 2007, and ordered Giasuddin Mondal to receive treatment at the Jail Hospital.<br />
While Giasuddin Mondal was in the Jail Hospital, he learned that the police had also implicated<br />
him in two other cases: Deganga PS Case No. 57, dated 17.<strong>03</strong>.07 u/s 147/148/149/323/506/
