ABSTUDY<br />

ABSTUDY provides financial help for Aboriginal and Torres<br />

Strait islander students who want to stay at secondary<br />

school or go on to further education. It can help school<br />

children and also adults returning to study.<br />

AUSTUDY and ABSTUDY are administered by the Department<br />

<strong>of</strong> Employment, Education and Training.<br />

Young homeless allowance<br />

This scheme may assist students who do not receive any<br />

support from their families. Ask at Student and Educational<br />

Services for more information.<br />

Dependent spouse allowance<br />

If you qualify for living allowance at the independent rate<br />

and you have a spouse and child who are dependent on<br />

you, you may receive an additional allowance. The allowance<br />

is also payable for a dependent de facto spouse if there is a<br />

natural or adopted child <strong>of</strong> the relationship who is<br />

dependent on you. Some students are eligible for a fares<br />

allowance.<br />

Family allowance supplement<br />

Students who are eligible for a living allowance and who<br />

have a dependent child may receive Family Allowance<br />

Supplement (FAS) from the Department <strong>of</strong> Social Security.<br />

FAS will be paid to eligible clients at the maximum rate, free<br />

<strong>of</strong> any income test and in addition to family allowance. It is<br />

not taxable. You can find out more details and how to apply<br />

from your local DSS <strong>of</strong>fice.<br />

Child care assistance for sole parents<br />

Contact the Department <strong>of</strong> Health, Housing and Community<br />

Services for information.<br />

Health Care Card<br />

Students who qualify for AUSTUDY may also be eligible for a<br />

Health Care Card from the Department <strong>of</strong> Social Security.<br />

Recipients <strong>of</strong> this card are eligible for a range <strong>of</strong><br />

concessions.<br />

Student loans<br />

With approval <strong>of</strong> the Loans Fund Committee, financial<br />

assistance may be obtained for full-time students from the<br />

following loan funds:<br />

Commonwealth Help for Needy Students Loan Fund<br />

Special Assistance for Students Program<br />

Student Aid Fund<br />

Rotary <strong>Swinburne</strong> Bursary Fund<br />

Overseas Student Loan Fund<br />

Emergency, short term loans are available to full and parttime<br />

students from the student union aid fund.<br />

Concession tickets<br />

Concession tickets are available for travel to and from<br />

<strong>Swinburne</strong> on public transport. Students who wish to<br />

purchase these tickets should go to the Student<br />

Administration Office to complete the necessary forms. Only<br />

full-time students are eligible for fare concessions. Not<br />

available to full fee paying overseas students. Students must<br />

present their student card when applying for a concession<br />

form. Australian Airlines and Ansett Airlines concessions are<br />

available from The Contact Centre, Student Union, or from<br />

STA Travel Agencies. Full-time students are also eligible for an<br />

international student card. Available from The Contact<br />

Student union<br />

Brief description<br />

The Student Union is a legal expression <strong>of</strong> the Student body<br />

identified with <strong>Swinburne</strong>. The primary function and focus<br />

<strong>of</strong> the organisation is to represent the members in the<br />

common context <strong>of</strong> their relationship with <strong>Swinburne</strong> and<br />

the Union - as students, and in their education. The<br />

second focus <strong>of</strong> the Union is to provide services, for the<br />

members within the framework <strong>of</strong> effectiveness, convenience<br />

and need.<br />

The Union in representing the members operates within the<br />

realms <strong>of</strong> the campaign organiser, consumer advocate and<br />

lobbyist. Successful outcomes have been dependent on good<br />

student representation and a core <strong>of</strong> pr<strong>of</strong>essional staff<br />

working together, developing policy and precedent through<br />

careful implementation. Policy developed and decisions<br />

implemented are mindful <strong>of</strong> past and future membership.<br />

Incorporation has breathed life in perpetuity, into this<br />

organisation, which has become increasingly effective by the<br />

year in servicing the membership.<br />

Membemhip and its aims<br />

Membership to the Union is based on enrolment and payment<br />

<strong>of</strong> the General Service Fee. The purposes for which the<br />

Union is established are:<br />

(1) to advance the social, educational and general welfare<br />

<strong>of</strong> the student body <strong>of</strong> <strong>Swinburne</strong> and to provide<br />

services for the student body;<br />

(2) to represent and safeguard the students in matters<br />

affecting their interests and privileges and to afford a<br />

recognised means <strong>of</strong> communication between the<br />

students and the authorities <strong>of</strong> <strong>Swinburne</strong> and other<br />

educational bodies;<br />

(3) to promote, encourage and co-ordinate the activities <strong>of</strong><br />

student committees and societies;<br />

(4) to promote and foster a corporate spirit amongst the<br />

student body;<br />

(5) to strive for wider recognition and greater appreciation<br />

<strong>of</strong> the standard <strong>of</strong> all academic awards <strong>of</strong> <strong>Swinburne</strong>.<br />

The role <strong>of</strong> the Executive is to control and manage the<br />

business and affairs <strong>of</strong> the Union. The meetings <strong>of</strong> the<br />

Executive occurs at least once a month from February to<br />

November and are open to all members.<br />

The affairs <strong>of</strong> the Union fall principally into the following<br />

areas: education and welfare services, social activities, and<br />

media. These areas are governed by management<br />

committees, whose responsibility it is to develop policies <strong>of</strong><br />

the Union in the areas <strong>of</strong> their activity. The management<br />

committees consist <strong>of</strong>: the relevant Executive member as<br />

Chairperson, two to three members <strong>of</strong> the Union Executive,<br />

two to four members elected from the student body. The
