degree <strong>of</strong> Master by research or by publication should be<br />

the Office <strong>of</strong> Research and Graduate Studies.<br />

and by publication and PhD are set out on pages 415-420.<br />

Student Administration Office<br />

The Student Administration Office provides information for<br />

students on admissions, enrolment and examinations<br />

regulations and procedures. Other functions include the<br />

processing, maintenance and storage <strong>of</strong> students' academic<br />

records and personal details.<br />

A more detailed description <strong>of</strong> the various enrolment and<br />

administration procedures is outlined below.<br />

The Student Administration Office is located in Room<br />

AD109, Administration Building (AD), John Street, opposite<br />

the Business and Arts Building (BA) and the Library. (See<br />

8.30am - 6.30pm Monday to Thursday<br />

8.30am - 5.00pm Friday<br />

During non-teaching weeks<br />

9.00am - 5.00pm Monday to Friday<br />

Deferred entry<br />

Students who are <strong>of</strong>fered a place in a first year<br />

undergraduate program for 1994 may apply for a deferment<br />

until 1995. Applications must be addressed to the Registrar,<br />

and must be made at the time an <strong>of</strong>fer is received.<br />

Students who have been granted deferment will be informed<br />

in writing by the faculty concerned.<br />

Higher Education<br />

Contribution Scheme (HECS)<br />

The Higher Education Contribution Scheme (sometimes<br />

referred to as the graduate tax) came into effect on 1<br />

January 1989.<br />

Unless exempt from the provisions <strong>of</strong> the scheme all<br />

students enrolled in the Higher Education Division have to<br />

make a contribution to the cost <strong>of</strong> their studies. In 1993 the<br />

annual charge was $2,328.00 for a full-time student (or<br />

$1,164.00 for each full-time semester).<br />

Part-time students pay a contribution in proportion to their<br />

full-time load.<br />

Students have the option <strong>of</strong>:<br />

(i) Making a contribution 'up front' in a lump sum<br />

(thereby attracting a 25% discount), or<br />

(ii) Paying the contribution gn a deferred basis through the<br />

taxation system, or<br />

(iii) Making one partial payment 'up front' (minimum<br />

$100.00) and having the balance collected via the<br />

taxation system. Partial payments will not attract a<br />

discount. If permission is given to make more than one<br />

partial payment a handling fee may be charged.<br />

Students have an opportunity each semester <strong>of</strong> changing<br />

their options.<br />

Students exempt from the scheme include:<br />

those who have paid fees to <strong>Swinburne</strong> for a<br />

postgraduate course in accordance with Cornmonwalth<br />

guidelines;<br />

those enrolled in a non-award course;<br />

those fully sponsored under a foreign aid program;<br />

full-fee paying overseas students;<br />

students otherwise subject to Overseas Student Charge<br />

arrangements;<br />

holders <strong>of</strong> a HECS postgraduate scholarship.<br />

All exempt students must lodge a Payment Options form by<br />

completing the exemption declaration section on the form.<br />

Pro<strong>of</strong> <strong>of</strong> exemption will be required.<br />

HECS refunds<br />

HECS refunds will be made to upfront payees where a<br />

student withdraws from the course on or before 31 March<br />

for semester one and 31 August for semester two. Students<br />

who require a refund must apply to the HECS Officer,<br />

Student Administration. A copy <strong>of</strong> the receipt must be<br />

provided.
