The rational punishment of crime,for the protection of life and property ; its suitable administrationas far as possible ; the prévention of crime, especially throughthe éducation of morally abandoned childhood ; the care ofjuvénile delinquents; the succour of released convicts, and othersubjects pertaining to judicial and social activity, have notonly flourished among us but have developed in the soil ofthe new world. It may be said that the organisation of theInternational Prison Commission is due to the wisdom andpersévérance of our predecessor, Dr. Wines. Accepting withsincère gratitude the generous invitation of the citizens ofthe United States and of their distinguished Président we arevery happy to have come to make the acquaintance of ourAmerican friends and to know the conditions here. As weremember the past and the organization of the States onename rises to our lips, a name synonymous with liberty andindependence, a name known in every civilized land, thename of Washington (prolonged applause). It was he who,by his great qualifies as statesman, as head of the army, ascitizen of the world, made possible this powerful union offree States, and who laid the foundation so securely that thenoblest things for humanity have sprung from it. We maysay of Washington that ail America is his tomb. The remembranceof his genius fills our soûls with admiration and withappréciation. The représentatives of other lands assemblée!here lower their banners before the grandeur of Washingtonand his worthy descendants, our generous and kindly hosts.(Applause.)
