1700-1759 DWL Woofferton-UK in French, 170 degr.<br />

After the pause signal at 1702 UT noted DWL French program twice, strong<br />

from Woofferton-UK, amd additional weak short echo sound.<br />

VTC "Test music loop" from control room in London is 24/7/12 available.<br />

instrumental music instead of Radio Okapi on 11690 kHz. It was during the<br />

time slot <strong>04</strong>50-0510, then I left the frequency. Audio file here:<br />

Plans for their own SW xmtr have run into licencing issues. Text of e-<br />

"Moshi, September 22nd <strong>2008</strong>. Dear Harald. Yes, you have received our<br />

programmes indeed! They are aired by Trans World Africa in Manzini<br />

Swaziland. We are very glad that you could listen to our short-wave<br />

broadcasts from Manzini Swaziland. We prepare the CDs and send them there<br />

every month. These days we also send the programmes by FTP to Trans World<br />

Radio airing them for us.<br />

In addition to the half hour on short wave, we have more than 18 hours on<br />

air on FM. Unfortunately we are not allowed to use the short wave<br />

transmitter yet in Tanzania. No private station is allowed to use SW yet.<br />

It is still a political issue. But the government is working on it. Since<br />

many private stations can be heard through Intelsat, there is no reason<br />

why not use short wave as well.<br />

The range of the satellite is up to Europe. So up to now the transmitter<br />

is waiting. We plan even to use DRM, a digital mode, to transmit on short<br />

wave and connect further FM transmitters through it, but without license<br />
