The strategy to distribute audio and in the next step also video content<br />

online instead as radio and TV transmissions does not consi<strong>der</strong> the<br />

circumstance that independent journalistic web platforms have hardly a<br />

chance worlwide. Established media like CNN, B<strong>BC</strong> or Der Spiegel share the<br />

market between themselves. Without recognizable TV and radio offerings DW<br />

will disappear in the cyperspace.<br />

The concentration on the online offerings is also problematic in regard to<br />

the again increasing number of censored media markets. The head of Radio<br />

Vatican's German service has said that "they can switch off the internet<br />

but not radio waves". Many staff members from former East Block countries<br />

know that it was even with intense jamming not possible to block western<br />

stations completely.<br />

About the orientation on the audiences: Typical for DW TV are newscasts at<br />

least every two hours. Now it is planned, apparently as a cost-saving<br />

measure, to abandon this concept and weaken the market position of DW TV.<br />

B<strong>BC</strong> World, Russia Today or France 24 are explicit news channels, but the<br />

planned English program of DW TV at times provides for news only every<br />

four hours. This way the clear and successful program structure, achieved<br />

by hard work, will be abandoned for clearly not journalistic motivations.<br />

So far it is simple and easy to remember: One hour German, the other hour<br />

English, news at the hour, documentary and magazines at the half hour,<br />

fixed slots for program windows in other languages. CNN or France 24 have<br />

different channels for different languages, but DW TV has only one channel<br />

at its disposal. Un<strong>der</strong> this situation the hourly language change is the<br />

easiest method. Breaking up this established structure irritates the<br />

viewers and drives them away.<br />

About the internal situation: The approach of the management has already<br />

dramatic consequences for the internal state of DW. The expensive relaunch<br />

from 2007 had been plagued by a consi<strong>der</strong>able lack of internal<br />

communication from the start. It was possible to implement it timely and<br />

successful only due to the great engagement of the staff.<br />

Now all the mistakes will not only be repeated but even worsened. A just<br />

established structure will immediately be scrapped again. Facts are being<br />

made without involving the staff, something that is for such far-reaching<br />

steps definitely standard even in commercial media ventures. This lets it<br />

become a demotivation program for the whole station.<br />

kHz is now used again by Sines Portugal site at 1700-2400 UT [instead of<br />

poor reception from Al Dhabbaya UAE 20-23 UT], also in // synchronized co-<br />

ch to Balkan, NE & ME via Woofferton England at 1800-2000 UT too.<br />

6075 in southern Germany, at 2140 UT S=9+40dB, that's undoubtedly Sines<br />

relay outlet, in comparison to former weaker UAE relay S=9.<br />
