Testing of a transmitter is authorized by the FCC during the periods that<br />

have been coordinated with the HFCC, and at other periods as needed,<br />

provided interference is NOT caused to other stations that have<br />

coordinated the use of 7505 kHz, or + or- 5 kHz.<br />

The B-08 HFCC coordinated schedule shows Radio Tirana on 7510 kHz only<br />

between 2100-2130 UT, and requesting protection ply in broadcasting Zone<br />

27 (Europe). The second period 2100-2300 UT in Albanian that you mention<br />

does not appear in the coordinated schedule.<br />

While it is not required by the HFCC for Radio Tirana to receive<br />

protection in the US broadcasting zones for their 7510 kHz operation,, I<br />

have asked WRNO, if testing is still necessary, to consi<strong>der</strong> completing it<br />

by 2100 UT (3 PM CST).<br />

When WRNO returns to regular broadcasting, they must then, of course,<br />

adhere to their coordinated schedule as authorized by the FCC only between<br />

2300 and 160o UT on 7505 kHz, and 15590 at 1400-2300 UT.<br />

WRNO - Glenn suggested I contact them to find out about their current<br />

schedule: received an email from Larry Thom (WRNO Chief Engineer) at 1445<br />

UT, Nov 4: "As it stands, we are still testing the transmitter. We are<br />

using automation right now, our programming is not live. We still have<br />

some minor bugs to work out and are waiting for a couple of parts. Most of<br />

these modifications/parts are used in the 15590 frequency and do not<br />

affect the 7505 frequency. Normally we would not be on the air 24 hours at<br />

this time, but are doing this to make sure the new oscillators we<br />

installed in the transmitter are stable, and frequency drift will stay at<br />

a minimum. However, WRNO is planning to increase air time to day and night<br />

hours, and at some point, 24 hours of broadcast. We will be utilizing two<br />

frequencies 15590 (day time) and 7505 (evening). If all goes well, we may<br />

complete most of the modifications today and I expect normal programming<br />

to resume very soon. Thanks, Larry"<br />

12133.5-USB AFN, Saddlebunch Keys FL, battered by three-way QRM, Nov 10<br />

at 1406: cut CW numbers, i.e., spy letters presumably CUBA on 12134.0;<br />

CODAR sweeping past every second; and an AM broadcaster on 12130 with<br />

continuous praise music, presumably T8WH PALAU, which however is supposed<br />

to turn 12130 over to IBB SRI LANKA at 1400! Perhaps AFN should consi<strong>der</strong> a<br />

QSY to a quieter region of the outofband.<br />
