for 26 British. But, <strong>in</strong> September 1940, <strong>the</strong> crux <strong>of</strong> <strong>the</strong> matter for Goer<strong>in</strong>g<br />

was that <strong>the</strong> Luftwaffe had failed to ga<strong>in</strong> air superiority. His boast had come<br />

to nought. Hitler postponed Operation SEA LION <strong>in</strong>def<strong>in</strong>itely. There would<br />

be no fur<strong>the</strong>r blitzkrieg <strong>in</strong> <strong>the</strong> West, no <strong>in</strong>vasion <strong>of</strong> Brita<strong>in</strong>.<br />

Recommendations Based on Experience<br />

At <strong>the</strong> time he left No. 11 Group, after only seven months <strong>in</strong> command,<br />

Keith Park submitted to Dowd<strong>in</strong>g a number <strong>of</strong> important recommendations<br />

based on his experiences. Dowd<strong>in</strong>g endorsed many <strong>of</strong> <strong>the</strong>se <strong>in</strong> forward<strong>in</strong>g<br />

<strong>the</strong> report to <strong>the</strong> Under Secretary <strong>of</strong> State for <strong>Air</strong>, Harold Balfour, on<br />

November 15, 1940. Among <strong>the</strong> conclusions reached by <strong>the</strong> two commanders<br />

were <strong>the</strong> follow<strong>in</strong>g.<br />

The more <strong>the</strong> enemy bombers were attacked, <strong>the</strong> more <strong>the</strong>y were surrounded<br />

with fighters. It became <strong>in</strong>creas<strong>in</strong>gly difficult to dist<strong>in</strong>guish <strong>in</strong> <strong>the</strong><br />

early-warn<strong>in</strong>g stages between bombers and fighters. Moreover, as <strong>the</strong><br />

<strong>in</strong>com<strong>in</strong>g formations <strong>in</strong>creased <strong>the</strong>ir altitudes, No. 11 Group’s fighters had<br />

to be withdrawn from forward airfields <strong>in</strong> order to have more time to climb,<br />

so as not to be jumped at a disadvantage before <strong>the</strong>y reached altitude. In<br />

spite <strong>of</strong> <strong>the</strong>ory, radar proved <strong>in</strong>adequate for <strong>the</strong> higher altitudes, and <strong>in</strong><br />

early October stand<strong>in</strong>g patrols had to be <strong>in</strong>stituted <strong>of</strong> s<strong>in</strong>gle, and <strong>the</strong>n<br />

paired, Spitfires to provide extra warn<strong>in</strong>g time. Park noted that each time<br />

<strong>the</strong> RAF changed its procedures <strong>in</strong> such ways as <strong>the</strong>se, <strong>the</strong> enemy’s losses<br />

<strong>in</strong>creased and No. 11 Group’s decreased.)”<br />

O<strong>the</strong>r apparently mundane arrangements were also important. After<br />

<strong>the</strong> bomb<strong>in</strong>g <strong>of</strong> <strong>the</strong> airfields, <strong>the</strong> aircraft were dispersed, but nei<strong>the</strong>r additional<br />

motor vehicles nor telephones were supplied quickly enough to handle<br />

<strong>the</strong> result<strong>in</strong>g decentralization. Ano<strong>the</strong>r result <strong>of</strong> <strong>the</strong> <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>tensity<br />

<strong>of</strong> operations was <strong>the</strong> need to abandon <strong>the</strong> old system <strong>of</strong> tra<strong>in</strong><strong>in</strong>g new pilots<br />

<strong>in</strong> squadrons. Squadrons <strong>in</strong> quiet sectors had to be combed for experienced<br />

pilots, and <strong>the</strong>se people received no rest.<br />

Perhaps <strong>the</strong> most important development for <strong>the</strong> future <strong>of</strong> RAF fighters<br />

lay <strong>in</strong> <strong>the</strong> adoption <strong>of</strong> <strong>the</strong> f<strong>in</strong>ger-four formation and <strong>the</strong> shift to a squadron<br />

organization <strong>of</strong> three flights <strong>of</strong> four mach<strong>in</strong>es. Park concluded that what<br />

was needed was a 400 mile-per-hour aircraft with 4 cannon and a service<br />

ceil<strong>in</strong>g <strong>of</strong> 40,000 feet, and squadrons commanded by men under 24 years <strong>of</strong><br />

age, as older men were less successful at withstand<strong>in</strong>g <strong>the</strong> exhaust<strong>in</strong>g pressure.<br />

He recommended better tra<strong>in</strong><strong>in</strong>g <strong>in</strong> defensive tactics, <strong>in</strong> fly<strong>in</strong>g formation<br />

through clouds, <strong>in</strong> ga<strong>in</strong><strong>in</strong>g height <strong>in</strong> <strong>the</strong> presence <strong>of</strong> <strong>the</strong> enemy, and <strong>the</strong><br />

like, as well as reduced cont<strong>in</strong>uous service time.<br />

Dowd<strong>in</strong>g, who ma<strong>in</strong>ta<strong>in</strong>ed that <strong>the</strong> Battle <strong>of</strong> Brita<strong>in</strong> lasted through <strong>the</strong><br />

fighter-bomber phase <strong>in</strong> October, concluded, among o<strong>the</strong>r th<strong>in</strong>gs, that <strong>the</strong><br />
