THE ISRAELI EXPERIENCE<br />

“fluid pair.” This was <strong>the</strong> tactical concept embraced by Tolkovsky, a concept<br />

that effectively doubled his <strong>of</strong>fensive fffe power without any <strong>in</strong>crease<br />

<strong>in</strong> <strong>the</strong> number <strong>of</strong> aircraft.<br />

Two such pairs formed a “fluid four” or, <strong>in</strong> IAF’s terms, a “two element<br />

combat formation,” <strong>the</strong> Israelis evolv<strong>in</strong>g “<strong>the</strong>ir own special brand [<strong>of</strong><br />

doctr<strong>in</strong>e] ma<strong>in</strong>ly after 1953 when <strong>the</strong> first Meteor jets were acquired.”<br />

Accord<strong>in</strong>g to former Commander <strong>of</strong> <strong>the</strong> IAF Maj. Gen. Benjam<strong>in</strong> Peled:<br />

Each fighter pilot must.. . br<strong>in</strong>g to bear <strong>the</strong> maximum kill<strong>in</strong>g potential <strong>of</strong> his own<br />

expertise and his aircraft’s weapons.. .to be orchestrated by <strong>the</strong> element leaders..<br />

.with<strong>in</strong> <strong>the</strong> environment <strong>of</strong> eyeball, radar, comm<strong>in</strong>t [communications <strong>in</strong>telligence]<br />

and el<strong>in</strong>t [electronic <strong>in</strong>telligence] <strong>in</strong>formation with<strong>in</strong> his group and from<br />

outside forces available to him. Each leader will decide on <strong>the</strong> spot <strong>the</strong> type <strong>of</strong><br />

deployment he judges to be most conducive to achieve <strong>the</strong> maximum kills per engagement.<br />

This will also be <strong>the</strong> aim <strong>of</strong> each <strong>in</strong>dividual pilot.. .with<strong>in</strong> <strong>the</strong> follow<strong>in</strong>g<br />

constra<strong>in</strong>t; [that] <strong>the</strong> order to <strong>in</strong>itially engage and f<strong>in</strong>ally disengage is <strong>the</strong> leader’s<br />

prerogative [and] a disabled member [<strong>of</strong> <strong>the</strong> group] will be escorted at all times.”17<br />

Operation KADESH<br />

Tolkovsky’s ideas were only budd<strong>in</strong>g <strong>in</strong>to reality when <strong>the</strong>y were<br />

required to meet <strong>the</strong>ir first test. Dur<strong>in</strong>g <strong>the</strong> latter part <strong>of</strong> 1955 <strong>the</strong> Soviet<br />

Union had begun deliver<strong>in</strong>g substantial quantities <strong>of</strong> modern weapons<br />

systems (<strong>in</strong>clud<strong>in</strong>g MiG-15 fighters) to Egypt, <strong>the</strong> most powerful <strong>of</strong><br />

Israel’s potential enemies. Then, <strong>in</strong> <strong>the</strong> spr<strong>in</strong>g <strong>of</strong> 1956 came <strong>the</strong> announcement<br />

that Egypt, Syria, and Jordan would each place <strong>the</strong>ir national<br />

forces under a s<strong>in</strong>gle, unified command <strong>in</strong> <strong>the</strong> event <strong>of</strong> hostilities with<br />

Israel. There was every likelihood that Iraq would jo<strong>in</strong> <strong>the</strong>m. The Suez<br />

Canal and <strong>the</strong> Strait <strong>of</strong> Tiran (lead<strong>in</strong>g <strong>in</strong>to <strong>the</strong> Gulf <strong>of</strong> Aquaba) were both<br />

closed to Israeli shipp<strong>in</strong>g, and Egyptian forces began to concentrate <strong>in</strong><br />

<strong>the</strong> S<strong>in</strong>ai.<br />

The danger <strong>of</strong> coord<strong>in</strong>ated attacks on several fronts was only too<br />

obvious, and <strong>the</strong> Israeli assessment was that actual hostilities only waited<br />

on Arab convenience. The Israeli decided to strike first and, conspir<strong>in</strong>g<br />

with <strong>the</strong> British and French, who hoped to recover control <strong>of</strong> <strong>the</strong> canal,<br />

<strong>the</strong>y launched Operation KADESH. They planned to smash <strong>the</strong> Egyptian<br />

forces <strong>in</strong> <strong>the</strong> S<strong>in</strong>ai, take <strong>the</strong> Gaza Strip-thus shorten<strong>in</strong>g <strong>the</strong>ir border somewhat-and,<br />

by seiz<strong>in</strong>g Sharm-el-Sheikh, at <strong>the</strong> sou<strong>the</strong>rn tip <strong>of</strong> <strong>the</strong> S<strong>in</strong>ai,<br />

break <strong>the</strong> Arab blockade <strong>of</strong> <strong>the</strong> Gulf <strong>of</strong> Aquaba.Is However, <strong>the</strong>y would<br />

stop short <strong>of</strong> <strong>the</strong> Suez Canal, rely<strong>in</strong>g on <strong>the</strong> <strong>in</strong>tervention <strong>the</strong>re <strong>of</strong> British<br />

and French forces (<strong>in</strong> operations designed to reacquire <strong>the</strong> canal on <strong>the</strong><br />

pretext that freedom <strong>of</strong> navigation was threatened by <strong>the</strong> Egyptian-Israeli<br />

conflict) to discourage <strong>the</strong> Arab alliance from escalat<strong>in</strong>g <strong>the</strong> campaign <strong>in</strong>to<br />

a full-scale war.<br />

S<strong>in</strong>ce <strong>the</strong>ir objectives were limited, <strong>the</strong> Israelis planned to restrict <strong>the</strong>ir<br />
