that a major responsibility <strong>of</strong> <strong>the</strong> Luftwaffe was to support <strong>the</strong> Army that<br />

shielded <strong>the</strong> sources <strong>of</strong> German air power. This mission had a subtle impact<br />

upon Luftwaffe th<strong>in</strong>k<strong>in</strong>g. Just as <strong>in</strong> <strong>the</strong> United States, where <strong>the</strong> presence<br />

<strong>of</strong> ocean barriers led <strong>Air</strong> Corps <strong>of</strong>ficers to th<strong>in</strong>k <strong>of</strong> <strong>in</strong>tercept<strong>in</strong>g <strong>in</strong>com<strong>in</strong>g<br />

bombers with aircraft ris<strong>in</strong>g from <strong>the</strong>ir local bases, so too did German <strong>Air</strong><br />

<strong>Force</strong> <strong>of</strong>ficers tend to conceive <strong>the</strong>ir role as one <strong>of</strong> operat<strong>in</strong>g relatively<br />

short-range aircraft from <strong>in</strong>terior l<strong>in</strong>es and established bases <strong>in</strong> <strong>the</strong> defense<br />

<strong>of</strong> <strong>the</strong> fa<strong>the</strong>rland. This left <strong>the</strong>m ill-prepared to cope when called upon to<br />

fight <strong>in</strong> North Africa or deep with<strong>in</strong> <strong>the</strong> Soviet Union. Nationalistic or geographical<br />

myopia can be a serious <strong>in</strong>tellectual impediment.<br />

At least on paper <strong>the</strong> RAF also accorded first priority to w<strong>in</strong>n<strong>in</strong>g air<br />

superiority, but, as observed above, <strong>the</strong> service was overwhelm<strong>in</strong>gly<br />

bomber-m<strong>in</strong>ded. Much <strong>the</strong> same attitude prevailed <strong>in</strong> <strong>the</strong> United States. In<br />

<strong>the</strong> era <strong>of</strong> “massive retaliation” dur<strong>in</strong>g <strong>the</strong> 1950s, <strong>the</strong> <strong>Air</strong> <strong>Force</strong> poured <strong>the</strong><br />

bulk <strong>of</strong> its funds <strong>in</strong>to develop<strong>in</strong>g strategic bombers and fighter-bombers<br />

with nuclear capabilities to <strong>the</strong> neglect <strong>of</strong> aircraft suited to <strong>the</strong> more conventional<br />

air superiority role. This preoccupation with <strong>the</strong> potential for<br />

nuclear warfare extended well beyond airplanes to <strong>in</strong>duce a substantial curtailment<br />

<strong>of</strong> <strong>in</strong>terest <strong>in</strong> <strong>the</strong> development <strong>of</strong> doctr<strong>in</strong>e and tra<strong>in</strong><strong>in</strong>g for tactical<br />

air warfare. This concentration on nuclear capabilities was paralleled <strong>in</strong> <strong>the</strong><br />

allocation <strong>of</strong> research and development f<strong>in</strong>ds, especially <strong>in</strong> <strong>the</strong> curtailment<br />

<strong>of</strong> funds for equipment used <strong>in</strong> electronic warfare. As a consequence, when<br />

<strong>the</strong> USAF first began to commit substantial numbers <strong>of</strong> operational units <strong>in</strong><br />

Vietnam, it suffered from pa<strong>in</strong>fully high loss rates. In sum, <strong>the</strong> publication<br />

<strong>of</strong> sound doctr<strong>in</strong>e is not enough; to be effective, air superiority doctr<strong>in</strong>e<br />

must permeate <strong>the</strong> th<strong>in</strong>k<strong>in</strong>g <strong>of</strong> <strong>the</strong> service.<br />

From <strong>the</strong> forego<strong>in</strong>g discussion it should be evident that a most important<br />

factor <strong>in</strong> atta<strong>in</strong><strong>in</strong>g air superiority is <strong>the</strong> m<strong>in</strong>d <strong>of</strong> <strong>the</strong> commander-at<br />

every echelon from <strong>the</strong> most junior squadron leader to <strong>the</strong> command<strong>in</strong>g<br />

general. His range <strong>of</strong> experience, whe<strong>the</strong>r direct personal experience or<br />

vicarious, <strong>in</strong>direct experience <strong>in</strong> <strong>the</strong> form <strong>of</strong> sound doctr<strong>in</strong>e carefully<br />

studied and <strong>in</strong>ternalized, coupled with a lively imag<strong>in</strong>ation <strong>in</strong> decid<strong>in</strong>g<br />

when to apply and when not to apply <strong>the</strong> valuable <strong>in</strong>sight gleaned from<br />

<strong>the</strong> evidence <strong>of</strong> <strong>the</strong> past, can play a vital role <strong>in</strong> <strong>the</strong> quest for dom<strong>in</strong>ance <strong>in</strong><br />

<strong>the</strong> air.<br />

The growth <strong>of</strong> modern technology has had a decided impact on <strong>the</strong><br />

quest for air superiority. By <strong>the</strong> late 1960s, U.S. experience <strong>in</strong> Vietnam and<br />

comparable developments <strong>in</strong> <strong>the</strong> Arab-Israeli wars began to drive home <strong>the</strong><br />

realization that air warfare was undergo<strong>in</strong>g a fundamental change. Missiles<br />

had certa<strong>in</strong>ly not replaced aircraft, but <strong>the</strong>y were com<strong>in</strong>g to play an<br />

<strong>in</strong>creas<strong>in</strong>gly larger role. As air-to-air missiles <strong>of</strong> greater range and accuracy<br />

succeeded one ano<strong>the</strong>r <strong>in</strong> <strong>the</strong> <strong>in</strong>ventory, <strong>the</strong> character <strong>of</strong> aerial engagements<br />

has changed. The classic dogfight <strong>of</strong> World Wars I and I1 was giv<strong>in</strong>g<br />

way to encounters with air-to-air missiles launched at targets barely <strong>in</strong><br />
