some light on tactical air organization, doctr<strong>in</strong>e, and operations <strong>in</strong> <strong>the</strong> Second<br />

World War. His “Strategic Bomb<strong>in</strong>g and American National Strategy,<br />

1941-43,” (Military Affairs, Summer 1986) is an exam<strong>in</strong>ation <strong>of</strong> <strong>the</strong> process<br />

by which an American strategic bomb<strong>in</strong>g <strong>of</strong>fensive became part <strong>of</strong> Allied<br />

strategy. Jacobs’s analysis <strong>of</strong> <strong>the</strong> organizational politics <strong>of</strong> Allied air command<br />

appeared <strong>in</strong> <strong>the</strong> Journal <strong>of</strong> Strategic <strong>Studies</strong> <strong>in</strong> March 1988. Jacobs is<br />

currently work<strong>in</strong>g on a comparative study <strong>of</strong> <strong>the</strong> operations <strong>of</strong> RAF<br />

Bomber Command and <strong>the</strong> American Eighth and Fifteenth <strong>Air</strong> <strong>Force</strong>s.<br />

WILLIAMSON MURRAY is Associate Pr<strong>of</strong>essor <strong>of</strong> History at Ohio<br />

State University. After active service <strong>in</strong> <strong>the</strong> United States <strong>Air</strong> <strong>Force</strong>, he<br />

received a Ph.D. from Yale University <strong>in</strong> 1975. He is <strong>the</strong> author <strong>of</strong> two<br />

books, The Change <strong>in</strong> <strong>the</strong> European Balance <strong>of</strong> Power, 1938-1939: <strong>the</strong> Path<br />

to Ru<strong>in</strong> and Strategy for Defeat: The Luftwaffe, 1933-1945. He has also<br />

authored numerous articles that have appeared <strong>in</strong> scholarly and military<br />

journals. Murray is co-editor with Pr<strong>of</strong>essor Allan Millet <strong>of</strong> On Military<br />

Effectiveness, published by Allen and Unw<strong>in</strong> <strong>in</strong> 1988. Pr<strong>of</strong>essor Murray has<br />

also been a research associate at <strong>the</strong> <strong>Air</strong> War College, and visit<strong>in</strong>g pr<strong>of</strong>essor<br />

at <strong>the</strong> United States Military Academy and at <strong>the</strong> Naval War College.<br />

DAVID SYRETT was educated at Columbia University and <strong>the</strong> University<br />

<strong>of</strong> London. Pr<strong>of</strong>essor Syrett has been a member <strong>of</strong> <strong>the</strong> History<br />

Department, Queens College, CUNY, s<strong>in</strong>ce 1966. His major publications<br />

<strong>in</strong>clude Shipp<strong>in</strong>g and <strong>the</strong> American War and The Siege and Capture <strong>of</strong><br />

Havana, 1762; The Lost War: Letters from British Officers dur<strong>in</strong>g <strong>the</strong><br />

American Revolution; Neutral Rights and <strong>the</strong> War <strong>in</strong> <strong>the</strong> Narrow Seas,<br />

1778-82. His articles have appeared <strong>in</strong> The William and Mary Quarterly,<br />

The Bullet<strong>in</strong> <strong>of</strong> <strong>the</strong> Institute <strong>of</strong> Historical Research, The Journal <strong>of</strong> <strong>the</strong><br />

Society for Army Historical Research, New York History, The Mar<strong>in</strong>er’s<br />

Mirror, Military Review, U.S. Naval Institute Proceed<strong>in</strong>gs, Armed <strong>Force</strong>s<br />

Kansas.<br />

JOE GRAY TAYLOR was Dean <strong>of</strong> Liberal Arts at McNeese State University,<br />

Lake Charles, Louisiana, before his death <strong>in</strong> 1987. He received a<br />

M.A. (1948) and Ph.D. (1951) <strong>in</strong> history from Louisiana State University.<br />

Dur<strong>in</strong>g <strong>the</strong> Second World War, he flew seventy combat missions as a bom-<br />
