Amongthem are:(a) Continuous rapid population growth;(b) Low agricultural productivity;(c) Environmental degradation; and(d) Weak science and technology infrastructure.As a result of the high moisture variability overAfrica from the north to the south, agriculturalproduction differs from subregion to subregionand even within them. Tables (8.5-8.8) showthe levels of food needs and agricultural productionoutputs in various countries. It must benoted that there is no single subregion in whichfood security is guaranteed without recourse tofood imports or external food aid. Yet, most <strong>African</strong>countries have not taken full advantage ofthe available arable lands for agricultural production(figure 8.5).197
