<strong>African</strong> <strong>Water</strong> <strong>Development</strong> <strong>Report</strong> <strong>2006</strong>management. The mission of the Global <strong>Water</strong>Partnership is to “support countries in the sustainablemanagement of their water resources,” and isarticulated under the following objectives:(a) To clearly establish the principles of sustainablewater resources management, ;(b) To identify gaps and stimulate partners tomeet critical needs within their availablehuman and financial resources;(c) To support action at the local, national, regionalor river basin level that follows principlesof sustainable water resources management;and(d) To help match needs to available resources.The Partnership is globally managed by theTechnical Committee TEC which promotes thecreation of regional and country partnerships andnetworks. Regional Technical Advisory CommitteesRTACs. are independent regional groupswhich promote the application of integrated waterresources management as a critical approachto managing the world’s water resources. RTACshave been established in the following identifiableregions:(a) Mediterranean;(b) Southern Africa; and(c) West Africa.The RTACs also in turn promote the formationof regional partnerships of competent nationalwater-related institutions and, subsequently,country partnerships which aim at fosteringcooperation and dialogue among water institutionsand stakeholders, including the civil societywithin countries.This important network can be consulted at thewebsite: http://www.gwpforum.org.International Network for Capacity Buildingon Integrated <strong>Water</strong> Resources ManagementCAP-NET: As an Associated Programme of theGlobal <strong>Water</strong> Partnership, Cap-Net fosters humanresources development for IWRM. It focuseson education, training and applied research,and encourages partnerships and networking atnational, regional and global levels. Cap-Net resultsfrom a UNDP/IHE Conference on CapacityBuilding for the water sector, held in 1996.The objectives of Cap-Net are to be achievedthrough networking, awareness creation, trainingand education, and development of relevant materials/tools.In order to facilitate these activitiesan International Advisory Committee has beenset up to manage the initiative. The organizationaldevelopment plan of Cap-Net covers:(a) Partnership <strong>Development</strong>(i) Regional Networks(ii) Collaborating Partners(b) Awareness raising on Capacity Building(c) Information Management(i) Web Site <strong>Development</strong>(ii) Materials and Tools <strong>Development</strong>.Apart from the existing regional Technical AdvisoryCommittees of the Global <strong>Water</strong> Partnershipwhich are leading the global efforts atcoordinating activities and disseminating informationon integrated water resources management,its associated programme “InternationalNetwork for Capacity Building on Integrated<strong>Water</strong> Resources Management - CAP-NET isencouraging and supporting the creation of subregionalcapacity building networks.WA-Net (West Africa Capacity BuildingNetworkNetwork Coverage: Benin, Burkina Faso, CapeVerde, Cote d’Ivoire, the Gambia, Ghana, Guinea,Guinea Bissau, Liberia, Mali, Mauritania, theNiger, Nigeria, Togo, Senegal and Sierra Leone.Objectives: To improve delivery of capacitybuilding support for IWRM324
