The most importantelement is AMCOW’s patronage at both thesubregional and regional levels. The specifics aregiven below.Southern Africa SubregionThe programme for this subregion (and largelyowned by SADC members) is referred to as theRegional Strategic Action Plan for Integrated<strong>Water</strong> Resources Management and <strong>Development</strong>(RSAP/IWRMD), was developed througha highly consultative process through which allthe member States participated in the Plan’s design,formulation and adoption. The Programmeis comprised of over 32 areas of action with focuson 6 strategic priorities in the subregion’s watersector. The framework for action is based on fulland extensive analysis and review of constraintswithin the subregion and identification of actionsto overcome these constraints. These actions wereorganized into a systematic collection of strategicobjectives and intermediate objectives aimeddirectly at the major types of constraints identified.The framework provided a course of actionfor implementing future decisions and directivesof the representatives of SADC member States.The subregional programme was developed underthe following seven strategic objectives:(a) To improve the legal and regulatory frameworkat the national and regional levels;(b) To improve national and transboundaryriver basin management, planning and coordination;(c) To strengthen linkages among macro-economic,social and environmental policies;(d) To improve information acquisition, managementand dissemination;(e) To support awareness building, educationand training;(f ) To promote public participation; and(g) To invest in infrastructureThe projects were classified into the six groupsshown below, in line with their thematic relationships,in order to enhance synergies by harmonizingimplementation:(a) Legislation, Policy and Strategic Planning;(b) Capacity Building and Training;(c) Awareness Creation, Consultation and360
