3. Concise Descnption of the Plan Proposed in the Resolution:<br />

Acceptace of fèderal funds from the Nort <strong>Jersey</strong> Transporttion Planing Authority to pay for<br />

the prepartion ofa plan for an offroad trail for bicyclists and pedestrians on the righrf-way of<br />

the former Morrs Canal, to the greatestextent possible.<br />

4. Reasons (Need) for the Proposed Program, Project, etc.:<br />

The <strong>City</strong> has a dear of offroad facilties for bicyclists and pedestrians. (The Hudson River<br />

Waterfont Walkway is curently the only such facility.) <strong>Jersey</strong> <strong>City</strong>'s popation is anticipated to<br />

grow in the coming years, and the addition of a greenway is needed for both circulation and<br />

recreation.<br />

5. Anticipated Benefits to the Community:<br />

Implementation of this plan wil result in a continuous facilty that wil enhambicycle and<br />

pedestrian opportnities and recreational space, and celebrate the history of the Morris Canallt is<br />

anticipated that the greenway wil provide access to/from other regional facilties, such as mass<br />

transit stops, bicycle routes, and parks. The greenway is envisioned to be a facilty for local<br />

circulation and a regional tourist attaction.<br />

6. Cost to the <strong>City</strong>:<br />

The subregional Study Program wil provide $17qOOO to fund the hiring of a consultat to<br />

prepare the plan Over the two-fiscal-year period, the local match of $44,000 wil be met though<br />

$17,952.21 in staff time and $26,047.79 in funds for the selected consultant.<br />
