RESOLUTION AUTHORIZING A SHARED SERVICES<br />

AGREEMENT PURSUANT TO TIf UNIFORM SHARED SERVICES<br />

tONSOLIDATION ACT, N.J.S.A. 40A:65-1 ETSEQ., BETWEEN THE<br />

JERSEY CITY POLICE DEPARTMENT AND THE JER5EY CITY<br />

PARKING AUTHORITY<br />

COUNCIL<br />

THE FOLLOWING RESOLUTION<br />

OFFERED AND MOVED ADOPTION OF<br />

\VHEREAS, the Uniform Shared Services and Consolidation Act, N.J.S.A. 40A:65-1 et seq.,<br />

authorizes agreements between local units of the State to provide services performed by the local<br />

units; and<br />

WHEREAS, the <strong>Jersey</strong> <strong>City</strong> Pary.jng Authority ("JCPA") is a duly created public body corporate<br />

and politic of the State of New <strong>Jersey</strong>, with offces at 392-394 Central Avenue, <strong>Jersey</strong> <strong>City</strong>, New<br />

<strong>Jersey</strong>, 07307; and<br />

WHEREAS, the <strong>Jersey</strong> <strong>City</strong> Police Department (JCPD) desire to execute a Shared Services<br />

Agreement with the JCPA to share the use of their License Plate Recognition Technology<br />

(LPR) and allow the JCPA inclusion into the LPR database, and to share equipment of the<br />

JCpA" in an effort to uncover parking scoffaw violators in Jerse~ <strong>City</strong>; and<br />

WHEREAS, the JCP A shall provide vehicle immobilization devices to the JCPD to be used<br />

duiing hours when the Jè'PA is not iri operation; and<br />

WHEREAS, the JCPA will prepare updated iists of parking scoffaws to be input into the<br />

LPR datahase of the JCPD; and<br />

'WHEREAS, no money wiH be exchanged between the <strong>City</strong> and the JCPA in lieu of the services<br />

to be provided by each party; and<br />

WHEREAS, the term of the Shared Agreement shall be effective as of August 1,2011 and ending<br />

on JlIìy31, 2012, and terminable upon thirty (30) days written notice by either party, with or<br />

without cause; and<br />

WHEREAS, this Agreement is considered to be in the best .!nterest of the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>,<br />

NOW~ THEREFORE, BE; ITRESOL VED by the Municipal Council of the, <strong>City</strong> of <strong>Jersey</strong> Ci.y<br />

that:<br />

1. The Mayor or Business Administrator is hereby authorized to execute a Shared Servíces<br />

Agree\Ien~ with the Iersey <strong>City</strong> Parking A!Jthority relating to the sen'ices to uncover<br />

parking scoffaw violators subject to the following minimum terms and condition,;:<br />

a. The term of the Agreement shaH be effective as of August i, 2011 and ending on<br />

July 31, 20U, and terminable 'ipon thirty eO) days written notice by either party,<br />

with or without cause.<br />

b. No money will be exchang~d between the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> and the <strong>Jersey</strong><br />

<strong>City</strong> Parklng Authority in conn~ction \"Ìth the services tG be provided by the<br />

partits.<br />

2. Thc.Shared Services Agreemer,t shall be in substantiaily the form attached, subject<br />

to such modific&tion as the Coivoration Counselor Business Administrator deems<br />
