. Acceptace offèderal fuds from the Nort <strong>Jersey</strong> Transporttion Planing Authority to pay fOR<br />

cost-benefit analysis of mass transit circulator options in and near Libert State Pat<br />

4. Reasons (Need) for the Proposed Program, Project, etc.:<br />

The purose of the Libert State Park Circulator CostenefitAnalysis is to conduct a costbenefit<br />

analysis of a range of options for mass transit circulator service thoughout Libert State Park<br />

(LSP) to serve destinltions within the park and existig and futue adjacent residential<br />

development and businesses. Libert State Park is a major local and regional destination that<br />

provides open space for passive and active recreation and is the home of several landmarks and<br />

attactions. Established businesses and residential neighborhoods surround the park, and over<br />

i 0,000 additional residences are anticipated in redevelopment plan areas adjacent to the park.<br />

5. Anticipated Benefits to the Community:<br />

A mass transit circdator service wil support toursm and enhance the multiodal mass transit<br />

network for park visitors as well as residents and workers. Enhancements to the mass transit<br />

network that serves Libert State Park and environs williiscourage park visitors fromdriving to<br />

the park thus reducing congestion on local streets A circulator service would not only increase<br />

mass transit options to the interior ofLSP and environs but would also maximize the utilty of<br />

existing parking spaces.<br />

6. Cost to the <strong>City</strong>:<br />

The FY 2012-2013 Subregional Study Program wil provide $17qOOO to fud the hiriIg ofa<br />

consultat to perform the cost-benefit analysis. Over the two- fiscal-year period, the local match of<br />

$44,000 wil be met through $17,856.25 in staff<br />

consultat.<br />
