RESOLUTION AUTHORIING AN AGREEMENT WITH G.T.B.M., INC. FOR<br />

PROVIING MAENANCE AN SUPPORT SERVICES FOR TH POLICE<br />

DEPARTMENT'S EXISTING AUDIO VISUAL SYSTEMS AN DISTRICT DIGITAL<br />

SIGNAGE SYSTEMS APPLICATION CREATED BY G.T.B.M. WITHOUT PUBLIC<br />

BIDDING.<br />

COUNCIL OFFERED AN MOVED ADOPTION OF TH<br />

FOLLOWIG RESOLUTION:<br />

WHREAS, The softare and hardware solution was developed by the vendor exclusively for the use of<br />

the <strong>Jersey</strong> <strong>City</strong> Police Deparent according to the previously provided specification by G.T.B.M, Inc. is<br />

a proprietary system that requires support and maintenance services; and<br />

WHREAS, The solution is integrated with the Deparent's existing infrastructue as developed by the<br />

vendor and ties to E-9-1-1, CAD, and all mission critical systems to enable the display and presentation<br />

of same.<br />

WHEREAS, G.T.B.M, Inc has agreed to provide softare maintenance services in the maner specified<br />

by the Police Deparent's Computer Services Unit for one year (Januar 1,2011 to Dec 31, 2011) for<br />

the sum of Ninety-eight thousand ($98,000.00) Dollars; and<br />

WHEREAS, funds in the amount of$.20,L(z,2' Ìie curently available in the 2011 current temporary<br />

budget account No.ll- 01-201-25-240-310; source of fund is from operating account.<br />

WHREAS, the award of this contract shall be subject to the appropriation of suffcient funds in the<br />

2011 year permanent budget; and<br />

WHEREAS, this award is exempt for public bidding pursuant to N.J.S.A. 40A: 11-5(1)( dd), because it is<br />

for maintenance and support services for a proprietar computer system; and<br />

WHREAS, the <strong>City</strong> is acquiring these services directly and openly as a statutorily permitted contract<br />

pursuant to the provisions ofN.J.S.A. 19:44A-20.5 (pay-to-Play Law); and<br />

WHREAS, the <strong>City</strong>'s Chief Financial Offcer has determined and certified in writing that the value of<br />

the contract wil exceed $17,500; and<br />

WHREAS, G:r.B.M has completed and submitted a Business Entity Disclosure Certification which<br />

certifies that G.T.B.M has not made any reportble contributions to t4e political or candidate committees<br />

listed in the Business Entity Disclosure Ce.rtification in the previous one year (2011 contributions are<br />

exempt), and that tle contract wil prohibit G.T.B.M from makig any reportble contributions during the<br />

term ofthe contract; and<br />

WHREAS, G.T.B.M has submitted a Chapter 271 Political Contribution Disclosure Certification at<br />

least 10 days prior to the award of this contract; and<br />

WHREAS, G.TB.M. has certified that they have not made any reportble contrbutions in the one-year<br />

period preceding the award of this contract that would be deemed to be violations of Section One of the<br />

<strong>City</strong> of <strong>Jersey</strong> <strong>City</strong>'s Contractor Pay-to-Play Reform Ordinance 08-128; and
