E. The Subgrantee wil identify a project maager and/or a Point of Contact (POC) for ensurig that all<br />

tasks, services and products, quality of deliverables and timeliess of all services are satisfied withi<br />

the contractrequirements and reviewing all contract packig slips and biling invoices assurig that<br />

the contractQr is paid Oiùy for services rendered and goods delivered to the projects.<br />

F. OHSP has designated an OHSP liaÌsonstaffor POC who wil be responsible for programmatic and<br />

fiancial monitorig of thi project.<br />

G. The Subgrantee wil absorb costs beyond funding awarded and/or adding of projects not included in<br />

the original scope of work.<br />

H. The Subgrantee wil ensure sustainabilty by assu11g all responsibilty 0 f operating, maintaig and<br />

incurrg future costs associated with the equipment and servces purchased.<br />

1. For federal grants, the Subgrantee agrees to sign the attached Non-Supplanting Certification Foun.<br />

(See Attachment A); agrees to comply with the attached federal Standard Assurances (Attachment .<br />

B) and Special Conditions (Attachment C); to sign the attached Certification Regardin Lobbyig<br />

and Debarment (Attachment D), Suspension, Ineligibilty an Voluntary Exclusion (Attachmerit E).<br />

The remaing attachments (F through J) are project specific and applyony if your agency seeks to<br />

utile grant funds to support project(s) relating to one or more of the attachments' focus areas.<br />

Subgrantees wil comply with the conditions on CBRN/HazMat Grant Funding (Attachment F);<br />

Interoperabilty Projects (Attachment G); OHSP Special Coriditions for Funding Regarding<br />

. Automated License Plate Readers and sign the Certification form (Attachment H); Specialied<br />

Vehicles (Attachment I) and Information Technology Projects (Attachent J).<br />

1. Environmental and Historic Preservation (EHP) Compliance: EHP requires that any federaly funded<br />

grant activity be reviewed for the potential to have an adverse<br />

impact on communities, public health,<br />

or the environment withi the place of performance of the project. In order to fulfi its requirements,<br />

DHS requires awardeesand/or responsible juridiction sub-awardees, pursuant to the assuranpe<br />

related to this<br />

grant program to complete and submit<br />

an EHP Compliance Checklit indicating any<br />

effects the awardee's proposed expenditures might have.<br />

K. Al allocations and use of funds under thi grant must be in accordance with any applicable Program<br />

Guidelies and Application Kit as well as the special conditions and term provided by DHS.<br />

L. Subgrantee agrees to be in.full compliance with the FEMA Financial Management Guide which can<br />

be dowiùoaded at http://ww.ojp. usdoj. gov/odp/doc/FinancialManagementGuide.pdf .<br />

VII. . Fïiancial Management System.<br />

(see paragraphB<br />

below) and wil imediately notify OHSP when the Subgrantee canot comply with the requirements<br />

establihed in thi section of the grant. OHSP wil require Subgrantee to report project expenditures<br />

on a quarerly basis.<br />

A. The Subgrantee shall be responsible for maintaing a fiancial management system'<br />

B. The Subgrantee's fiancial management system shall include the following components.<br />
