RESOLUTION AUTHORIZING A THI AMENDMENT TO A PROFESSIO<br />

SERVICES CONTRACT WITH THE GOLDSTEINP ARTNRSHI,IN CONNC-<br />

TION WITH THE DESIGN AND CONSTRUCTION ADMISTRATION OFA<br />

NEW WEST DISTRICT POLICE PRECINCT, PROJECT NO. 2007-002 FOR THE<br />

DEPARTMENT OF PUBLIC WORKS, DIVISION OF ARCHITECTU<br />

COUNCIL<br />

RESOLUTION:<br />

OFFERED AND MOVED ADOPTION OF THE FOLLOWING<br />

WHREAS, Resolution 07-126 approved on February 14,2007 awarded a professional services<br />

agreement in the amount of $507,000.00 to The Goldstein Parnership (GP) for design and construction<br />

administration of the new West District Police Precinct; and<br />

WHEREAS, this contract amount was increased by it change order issued on May 30, 2007 for<br />

the sum of$15,500.00 for surveying of additional propert acquired by the <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> (<strong>City</strong>) for this<br />

project; and<br />

WHEREAS, Resolution 08-089approved on February 13,2008 authorized an amendment to the<br />

contract to include additional services, which were not part of the original contract; and<br />

WHREAS, the additional services involved the information technology infrastructure and<br />

communications systems within the building and the integration of the systems with the new Public Safety<br />

Communications Center, the addition of a basement level to provide additional growth space for future<br />

programs, and expanded LEED Consulting Services in order to meet the objectives of the Mayor's Policy<br />

on Sustainable (Green) Building Design; and<br />

WHEREAS, GP agreed to perform the additional services for the sum of $223,250.00 which<br />

increased to total contract amount to $745,750; and<br />

WHEREAS, Resolution 10-302 approved onMay 12, 20 i 0 authorized a second amendment to the<br />

contract to include requested additional outftting of the basement, United States Green Building Council<br />

(USGBC) commissioning and coordination consultant and LEED design revisions for the amount of<br />

$110,842.35 which increased the contract to $856,592.35; and<br />

WHREAS, this project has been publicly bid, awarded and had the contract rescinded twice due<br />

to bid protests; and<br />

WHEREAS, it has become necessary to revise and replace the outdated bid documents, extend the<br />

construction coordination period, assure compliance with the International Building Codes (IBC); and<br />

WHEREAS, these additional services are a change in the scope of work, and are necessary in order<br />

to provide the aforementioned requirements for the.new building, and<br />

WHEREAS, GP agrees to perform these additional services for a sum not to exceed FORTY<br />

THOUSAND DOLLARS AND 40/100 ($40,000.00); and<br />

WHEREAS, this change order increases the total contract amount to EIGHT HUNDRED<br />

NINETY-SIX THOUSAND FIVE HUNDRED NINETY-TWO DOLLARS AND 35/100<br />

($896,592.35)<br />

WHEREAS, Goldstein Architects have submitted its Céiiification of Compliance with the<br />

.<strong>City</strong>'s Contractor Pay-to-Play Reform Ordinance 08-128 adopted on September 3, 2008; and<br />
