RESOLUTION (1) INTRODUCING AND APPROVING THE 2011-2012 BUDGET OF THE<br />

HISTORIC DOWNTOWN SPECIAL IMPROVEMENT DISTRICT; (2) DIRECTING THE<br />

CITY CLERK TO PUBLICLY ADVERTISE THE BUDGET AND SCHEDULE A PUBLIC<br />

HEARNG; AND (3) DIRECTING THE T AX ASSESSOR TO PREPAR AN ASSESSMENT<br />

ROLL OF PROPERTIES WITHI THE DISTRICT BASED UPON THE BUDGET<br />

COUNCIL offered and moved adoption ofthe following Resolution:<br />

WHEREAS, pursuant to N.J.S.A.40:56-71 et seq., and by the adoption of Ordinance 92-021 the<br />

<strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> established the Historic Downtown Special Improvement District (HDSID) to<br />

be operated by the Historic Downtown Special ImprovementDistrct Management Corporation; and<br />

WHEREAS, under N.J.S.A.40:56-80, the District Management Corporation must prepare an anual<br />

budget that includes an estimate of the anual costs of operating the district including:<br />

(1) the costs charged against municipal fuds for general street maintenance;<br />

(2) the costs charged against properties within the District in proportion to the benefits conferred<br />

by the anual improvements;<br />

(3) costs, if any, to be. assessed against properties in the District; and.<br />

WHREAS, upon receipt of the budget, the MUncipal Council is required to consider the budget,<br />

approve the budget, schedule a public hearing and adopt the budget with such amendments as the<br />

governng body considers necessar; and<br />

WHEREAS, upon approval of the budget the Tax Assessor is required to prepare an assessment roll<br />

listing the properties to the specially assessed in accordance with the budget and calculate the amount<br />

of the assessment to be charged to each propert; and<br />

WHEREAS, the District Management Corporation of Historic Downtown Special Improvement<br />

Distrct has submitted its 2011-2012 fiscal year budget, July 1, 201l-June 30, 2012 to the Council,<br />

a copy of which is attached hereto as Exhibit A; and<br />

NOW, THEREFORE BE IT RESOLVED, with a majority of the ful membership of the Council<br />

concurng that:<br />

1. The 2011-2012 fiscal year budget, July 1, 2011-June 30, 2012 ofthe Historic Downtown<br />

Special Improvement Distrct, attched hereto as Exhbit A, was approved by the Historic<br />

Downtown Special Improvement District at its June 14,2011 meeting:<br />

2. The budget as submitted to the <strong>City</strong>is hereby retroactively introduced and approved, subject<br />

to a public hearng prior to adoption.<br />

3. The Tax Assessor is directed to do the following:
