6.7 Stand-In Processing Service<br />

An Issuer must support the Stand-In Processing Service if the Issuer became a<br />

Customer on or after 1 December 2003.<br />

Regardless of when an Issuer became a Customer, an Issuer must support and<br />

implement the Stand-In Processing Service if:<br />

1. the Issuer received notification from the Corporation that it has a<br />

substandard level 2 Issuer failure rate (refer to Chapter 9 of the <strong>Rules</strong> for<br />

additional information); or<br />

2. the Corporation mandates the use of the Stand-In Processing Service.<br />

NOTE<br />

Additional regional <strong>Rules</strong> and a Rule variation on this topic appear in Chapter 20,<br />

“United States Region,” of this rulebook.<br />

6.7.1 Minimum Transaction Limits<br />

The Corporation will set a minimum daily Stand-In Processing Service<br />

Transaction limit per Card. An Issuer may, at its option, increase the daily<br />

Stand-In Processing Service Transaction limits set by the Corporation. The<br />

Corporation may set a lower minimum Stand-In Processing Service Transaction<br />

limit for prepaid Cards that are issued under a BIN that is different than the BIN<br />

used for its Cards other than its prepaid Cards.<br />

If use of the Stand-In Processing Service is mandated by the Corporation, the<br />

Corporation may select an alternative minimum daily Stand-In Processing<br />

Service Transaction limit to be applied to POS and ATM Transactions.<br />

6.7.1.1 Minimum Transaction Limit for POS Transactions<br />

The minimum daily Transaction processing limit for POS Transactions is:<br />

1. USD 250 (or its local currency equivalent); or<br />

2. three Transactions for the purchase of goods and services (other than a<br />

Merchandise Transaction conducted at an ATM);<br />

3. whichever occurs first.<br />

6.7.1.2 Minimum Transaction Limit for ATM Transactions<br />

The minimum daily Transaction processing limit for ATM Transactions is:<br />

1. USD 125 (or its local currency equivalent); or<br />

2. two ATM Transactions;<br />

3. whichever occurs first.<br />
