5.1 Special Issuer Programs—General Requirements<br />

5.1 Special Issuer Programs—General Requirements<br />

In addition to the <strong>Rules</strong> in Chapter 5, “Special Issuer Programs,” Rule 5.1 in part<br />

1 of this rulebook, the following apply:<br />

In the Europe Region, affinity and co-branded Card Programs (“A/CB Card<br />

Programs”), which are a subset of Special Issuer Programs, involve the<br />

placement on Cards of a trade name, mark, or both, of any entity or group not<br />

eligible for License. Cardholder services (for example, assistance services) that<br />

are part of a Customer’s standard current account package are not considered<br />

to be part of affinity or co-branded Card Programs.<br />

Unless specified otherwise, all <strong>Rules</strong>, regulations, and policies applicable to all<br />

other Card issuing Programs, apply at all times to any A/CB Card Program.<br />

The Card must always provide a means to pay for the goods, services, or both<br />

supplied by the A/CB Card Program partner.<br />

5.2 Affinity and Co-Brand (A/CB) Card Programs<br />

5.2.2 Program Approval<br />

In addition to the <strong>Rules</strong> in Chapter 5, “Special Issuer Programs,” Rule 5.2 2 in<br />

part 1 of this rulebook, the following applies:<br />

If an A/CB Card also carries the logo of a domestic/local acceptance scheme,<br />

the Corporation will approve the program only if the domestic/local scheme in<br />

which the Card participates has already given its approval.<br />

The Corporation reserves the right to require any Customer to submit all<br />

contracts with an A/CB Card Program partner or any other documentation<br />

regarding an A/CB Card Program in order to determine compliance with any of<br />

the requirements of the <strong>Rules</strong>.<br />

5.3 A/CB Communication Standards<br />

5.3.1 Standards for All Communications<br />

In addition to the <strong>Rules</strong> in Chapter 5, “Special Issuer Programs,” Rule 5.3.1 in<br />

part 1 of this rulebook, the following applies:<br />

If the partner’s mark, logo or program name appears as part of any written<br />

communication regarding any aspect of the A/CB Card Program, the Issuer’s<br />

mark/logo or the electronic debit brands must be at least as prominently<br />

displayed or mentioned.<br />
