7.24 Return Merchandise Adjustments, Credits, and Other Specific Terms of a Transaction<br />

7.23.2.5.3 Additional Requirements for Transaction Records<br />

An Acquirer that adds an ATM Access Fee on a Transaction must make available<br />

to the Cardholder on its Terminal receipt the ATM Access Fee information<br />

required by this Rule 7.23.2.5.3, in addition to any other information the<br />

Acquirer elects or is required to provide.<br />

The minimum requirements for the Terminal receipt are:<br />

1. a statement of the amount disbursed to the Cardholder;<br />

2. a statement of the ATM Access Fee amount with language clearly indicating<br />

it is a fee imposed by the Acquirer;<br />

3. a separate statement of the combined amount of the ATM Access Fee and<br />

the disbursed amount, with language clearly indicating that this amount will<br />

be deducted from the Cardholder’s Account.<br />

A model for Terminal receipt text regarding ATM Access Fee application is<br />

contained in Appendix D, “Signage, Screen, and Receipt Text Displays,” in<br />

part 2 of this rulebook.<br />

7.24 Return Merchandise Adjustments, Credits, and Other<br />

Specific Terms of a Transaction<br />

With proper disclosure at the time of any Transaction, a Merchant:<br />

1. is not obliged to accept merchandise in return or exchange or to issue<br />

refunds to Cardholders;<br />

2. may only accept merchandise in immediate exchange for similar<br />

merchandise of a price equal to the amount of the original Transaction;<br />

3. may accept merchandise in return and deliver to the Cardholder a credit<br />

slip for the value of the merchandise returned, which may be used only in<br />

the Merchant’s place(s) of business;<br />

4. if permitted by applicable law, may stipulate special circumstances agreed<br />

to by the Cardholder, e.g., late delivery charges, insurance charges; or<br />

5. may cause the Transaction to be completed in respect of Transactions<br />

involving the delayed delivery of goods or services.<br />

For the purposes of this section, proper disclosure is deemed to have been<br />

definitely given at the time of the Transaction if the following or similar<br />

wording appeared legibly on all copies of the Transaction receipt or on an<br />

invoice issued at the time of the sale prior to the receipt being presented to the<br />

Cardholder (lack of this wording does not necessarily mean proper disclosure<br />

has not been given):<br />

as related to paragraph (1)—“NO REFUND” as related to paragraph<br />

(2)—“EXCHANGE ONLY” as related to paragraph (3)—“IN-STORE CREDIT<br />

ONLY” as related to paragraph (4)—(ANY SPECIAL TERMS)<br />
