9.2 POS Transaction Types<br />

If a Merchant-approved Transaction is subsequently declined by the<br />

Issuer for insufficient funds, or because the Transaction exceeds<br />

withdrawal limits, the Acquirer may resubmit the Transaction once every<br />

twenty-four (24) hours for a period ending thirteen (13) calendar days<br />

after the Transaction date.<br />

Issuers are not required to assist Acquirers in any attempt to collect on<br />

Merchant-approved Transactions.<br />

d. Partial approval:<br />

Effective 1 November 2008, Acquirers and Merchants may choose to<br />

support this Transaction type. Acquirers and Merchants that choose to<br />

provide the partial approval Transaction must establish an education<br />

program relating to split-tender Transactions for retail employee staff<br />

including, but not limited to, POS terminal operators.<br />

e. Pre-authorization (or funds guarantee) and pre-authorization completion:<br />

Acquirers must ensure that pre-authorizations (in the physical<br />

environment) are initiated using a card reader, and a PIN or signature for<br />

Cardholder identification. Refer to Chapter 7, “Acquiring,” for additional<br />

“card reader” information.<br />

Issuers must accept all pre-authorization completions provided the actual<br />

amount of the completion is less than or equal to the amount approved<br />

in the pre-authorization. Use of the PIN or signature and the use of the<br />

card reader are not required in the pre-authorization completion.<br />

If the Issuer does not receive a pre-authorization completion within<br />

twenty (20) minutes of the pre-authorization, the pre-authorization<br />

approval is void, except as provided for under Merchant-approved<br />

Transaction processing requirements, which are described in this section.<br />

Acquirers are not liable for pre-authorization completions that occurred<br />

within two (2) hours of the initial Transaction that were stored and<br />

forwarded because of technical problems between the Acquirer and the<br />

Interchange System, or the Interchange System and the Issuer.<br />

f. Correction:<br />

Following the authorization of a Transaction, corrections may be used<br />

to correct a Merchant or Cardholder error. Corrections must be initiated<br />

by or on behalf of the Cardholder by use of a PIN or signature, and<br />

electronic reading of the Card in a card reader.<br />

The Acquirer assumes the risk for this Transaction and the interchange<br />

fee is returned to the Acquirer from the Issuer.<br />

g. Balance response.<br />

Effective 1 November 2008, Acquirers and Merchants may choose to<br />

support this Transaction type.<br />
