3.15 Integrity of Brand and Network<br />

3.7.5.1 Participation in the Service<br />

Customers that participate in the Service through the Corporation must limit the<br />

use of the Work Product and the Service to:<br />

1. any state of the United States of America, the District of Columbia, the<br />

Commonwealth of Puerto Rico, and any territory or possession of the<br />

United States; and<br />

2. the sole purposes of risk management or fraud detection by the Customer<br />

for the benefit of the Customer.<br />

If a Customer uses the Work Product or the Service for any purpose other<br />

than those described above, including, but not limited to, use in connection<br />

with decisions regarding the approval or denial of credit or other products<br />

and services, that Customer’s access to and right to utilize the Work Product<br />

and the Service will be terminated.<br />

3.15 Integrity of Brand and Network<br />

In addition to the <strong>Rules</strong> in Chapter 3, “Common Obligations,” Rule 3.15 in part<br />

one of this rulebook, the following applies:<br />

Pursuant to this Rule, with respect to any potentially illegal Internet gambling<br />

Transaction attempted on or after 1 June 2010, the Issuer of the Card must<br />

either employ a method of systemic Transaction blocking or decline all such<br />

Transaction authorization requests on an individual basis.<br />

An Internet gambling Transaction that may be potentially illegal when involving<br />

a U.S. region Cardholder is any Transaction that the Acquirer has identified in<br />

the authorization request message as both<br />

1. a gambling Transaction, by the use of MCC 7995 in DE 18 (Merchant Type),<br />

and<br />

2. an e-commerce Transaction, by the use of a value of 6 (electronic<br />

commerce Transaction) in DE 61 (Point of Service [POS] Data), subfield 10<br />

(Cardholder-Activated Terminal Level Indicator).<br />

Issuers may approve, on an individual basis, any Internet gambling Transaction<br />

authorization requests identified with MCC 9754 (Gambling—Horse Racing,<br />

Dog Racing, State Lotteries) that involve a U.S. region Cardholder. In using<br />

MCC 9754, the Acquirer asserts that the Transaction involves gambling activity<br />

deemed by the Acquirer to be legal in the U.S. region. The Acquirer also<br />

acknowledges and agrees that the Transaction constitutes the Acquirer’s<br />

Activity and is subject to Rule 13.14 of this rulebook, regardless of the<br />

Acquirer’s compliance with the Corporation’s Internet Gambling Policy or these<br />

requirements.<br />
