9.9 Performance Standards<br />

9.9 Performance Standards<br />

Issuers and Acquirers that fail to meet performance standards may be subject<br />

to noncompliance assessments as set forth in Rule 9.9.3 below or may be<br />

mandated to implement the Stand-In Processing Service.<br />

9.9.1 Issuer Standards<br />

Issuer processors must maintain connectivity to the Interchange System<br />

twenty-four (24) hours a day, seven (7) days a week, to ensure global<br />

acceptance.<br />

9.9.1.1 Issuer Failure Rate (Substandard Level 1)<br />

An Issuer failure rate that exceeds two percent (2%) for POS or ATM<br />

Transactions for two (2) consecutive months is substandard level 1 performance.<br />

The Issuer failure rate will not apply to a Processor until:<br />

1. after the fourth calendar month of operation; or<br />

2. upon processing five thousand (5,000) Transactions in a calendar month;<br />

whichever occurs first.<br />

Issuers that have been designated as having substandard level 1 performance<br />

may be subject to noncompliance assessments.<br />
