9.4 Special Transaction Types<br />

The <strong>Rules</strong> for MO/TO Transactions are the same as those for face-to-face POS<br />

Transactions except that:<br />

1. MO/TO Transactions must not be performed using <strong>Maestro</strong> PayPass<br />

contactless payment functionality or include purchase with cashback<br />

Transactions;<br />

2. a MO/TO Transaction must have its own unique Cardholder Authority as<br />

described in Rule 9.4.7.2, except in the circumstances described in Rule<br />

9.4.7.3;<br />

3. manual key entry of the PAN is the normal method of performing a MO/TO<br />

transaction.<br />

4. there is no Cardholder verification procedure;<br />

5. a zero floor limit is applicable for all MO/TO Transactions;<br />

6. if an Issuer’s response to an authorization request is incorrectly supplied as<br />

call referral, this must be translated into a decline;<br />

7. Merchants must collect and transmit CVC 2 for all MO/TO Purchase<br />

Transactions. In addition, AVS checking is mandatory at UK Merchants that<br />

deliver foreign currency or travelers’ cheques. AVS checking is optional for<br />

all other MO/TO Transactions. The <strong>Rules</strong> and procedures for such checks<br />

are defined in <strong>Rules</strong> 9.4.7.4, 9.8.10 and 9.8.11 of this Chapter 17;<br />

8. Merchants must not present the Transaction until the goods or services<br />

are ready to be dispatched.<br />

9. the Merchant does not give the Cardholder the Transaction receipt or the<br />

goods and/or services upon completion of the Transaction; they are either:<br />

a. delivered to the Cardholder by a method chosen at the Merchant’s<br />

discretion; or<br />

b. collected by the Cardholder.<br />

9.4.7.2 Cardholder Authorities<br />

1. For a Mail Order Transaction: a document signed by the Cardholder or a<br />

document which the Acquirer considers to be acceptable in lieu of a signed<br />

document (for example, an authority sent by facsimile transmission);<br />

2. For a Telephone Order Transaction, either:<br />

a. instructions given over the telephone by the Cardholder to the Merchant,<br />

either to the Merchant’s staff or to equipment operated by the Merchant<br />

(for example, an interactive voice system); or,<br />

b. instructions given over the telephone by means of a text message<br />

from the Cardholder to the Merchant, via equipment operated by the<br />

Merchant;<br />

A Cardholder Authority must contain:<br />

1. the following details shown on the Cardholder’s card:<br />
