9.4 Special Transaction Types<br />

Acquirers of Merchants that accept Cards at unattended POS Terminals at petrol<br />

stations must process Transactions as follows:<br />

1. The Acquirer must submit a preauthorization message containing the<br />

maximum amount determined by the Acquirer or Merchant.<br />

2. The Issuer’s authorization response may be for the full amount of the<br />

preauthorization or for a lesser amount determined by the Issuer. The<br />

Transaction is guaranteed up to the amount authorized by the Issuer.<br />

Approval of a lesser amount is referred to as partial amount preauthorization.<br />

The Transaction is guaranteed up to the amount authorized by the Issuer.<br />

3. The Acquirer must inform the Issuer of the final Transaction amount via an<br />

advice message, which must be sent to the Issuer within 20 minutes of<br />

the authorization response message.<br />

4. The Issuer must send an advice acknowledgement upon receipt of the<br />

advice message. Issuers must be able to receive advice messages and return<br />

advice acknowledgements in the preauthorization environment.<br />

The Issuer must post the Transaction to the Cardholder’s Account on the basis<br />

of the advice message, rather than the preauthorization response.<br />

Support for partial amount preauthorization (as defined in subparagraph 2.<br />

above) is mandatory for Issuers and Acquirers that support this transaction<br />

type for any other debit brand.<br />

The Presentment/1240 must contain the final Transaction amount in DE 4.<br />

Chip Transactions at Unattended Petrol POS Terminals<br />

In addition to the requirements set out above, the following requirements apply<br />

to chip Transactions completed at unattended petrol POS Terminals.<br />

Preauthorizations on Chip Cards must be processed in accordance with the<br />

chip technical specifications. Preauthorizations may be completed online or<br />

offline. Once a preauthorization has been approved, the process of clearing<br />

the subsequently completed Transaction is identical to the process following a<br />

magnetic stripe preauthorization.<br />

9.4.7 Processing Requirements—Mail Order/Telephone Order<br />

(MO/TO) Transactions (UK, Ireland, Turkey, and France)<br />

Acquirers in the United Kingdom, Ireland, and France that acquire intracountry<br />

MO/TO transactions under other debit brands must also acquire MO/TO<br />

Transactions under the <strong>Maestro</strong> brand.<br />

Merchants located in European countries designated by the Corporation may at<br />

their option offer MO/TO Transactions on Cards issued in the same country.<br />

Merchants in the United Kingdom, Ireland, Turkey, and France may offer this >><br />

option.<br />
