6.2 Card Standards and Specifications<br />

6.1.4 Program Names<br />

An Issuer may apply to the Corporation for permission to have a Card Program<br />

name appear in addition to or in lieu of the Issuer name or any Affinity or<br />

Co-brand Card Program partner’s name or both on the Card face and, with such<br />

permission, may use such a Card Program name. Each Card Program name,<br />

offering, and service must be referred to by the full, legal name and include the<br />

appropriate registration notice.<br />

6.2 Card Standards and Specifications<br />

In addition to the Rule in Chapter 6, “Issuing,” Rule 6.2 in part 1 of this<br />

rulebook, the following applies:<br />

Customers may apply to the Corporation for BIN/IINs, or they may use current<br />

BIN/IINs.<br />

The 639000 to 639099 and 670000 to 679999 BIN ranges are reserved for the<br />

sole use of the Corporation. BINs from these ranges are assigned to Customers<br />

for the issuance of Cards and may not be used for any other purpose without<br />

the written agreement of the Corporation. The 639000 to 639099 and 670000 to<br />

679999 BIN ranges must not be used to issue cards bearing competing global<br />

or regional brands. Refer to Rule 4.5 regarding the display of the Marks and<br />

other marks on Cards.<br />

6.2.1 Encoding Standards<br />

6.2.1.9 Encoding of PIN Verification Value (PVV)<br />

In addition to the <strong>Rules</strong> in Chapter 6, “Issuing,” Rule 6.2.1.9 in part 1 of this<br />

rulebook, the following apply:<br />

Cards with a bank-owned PVV or without PVV can only be authorized by<br />

the Issuer.<br />

If PVV is encoded, the Issuer can use the PVV verification offered by the Dual<br />

Message System (that is, PIN validation in Stand-In and PIN pre-validation<br />

services). Please refer to the On Behalf Key Management (OBKM) Document<br />

Set for more detailed information about exchanging PIN validation keys.<br />

6.2.1.10 Track 3<br />

If a Card has track 3 encoded, the encoding must conform to ISO 4909 “Bank<br />

cards–Magnetic stripe content for track 3.”<br />
