7.2 Additional Acquirer Obligations and Activities for Acquiring Transactions from a Merchant—POS and<br />

Electronic Commerce Only<br />

7.1.15 Information to Merchants—European Economic Area<br />

Only<br />

An Acquirer:<br />

1. must inform existing and prospective Merchants that interchange fees and<br />

<strong>Rules</strong> set by the Corporation are available on the <strong>MasterCard</strong> public Internet<br />

site (www.mastercard.com);<br />

2. must inform existing and prospective Merchants that they may apply<br />

different surcharges to Transactions, <strong>MasterCard</strong> credit card transactions,<br />

<strong>MasterCard</strong> commercial card transactions and <strong>MasterCard</strong> debit card<br />

transactions, while respecting Rule 7.2.2 (Merchant Surcharging) of this<br />

chapter.<br />

3. must inform existing and prospective Merchants that they are not obliged<br />

to accept <strong>MasterCard</strong> cards and/or the cards of any other network as a<br />

condition for accepting Cards;<br />

4. may not prohibit existing or prospective Merchants from entering<br />

into a merchant agreement with any other Acquirer with respect to<br />

Transactions, <strong>MasterCard</strong> credit card transactions, <strong>MasterCard</strong> commercial<br />

card transactions, <strong>MasterCard</strong> debit card transactions and/or the transactions<br />

of other card networks, unless the Merchant elects to enter into a Merchant<br />

agreement solely with the Acquirer;<br />

5. must provide to existing and prospective Merchants pricing information<br />

that specifies separately (including separately from that of any other card<br />

network) the financial terms to be applied to Transactions, <strong>MasterCard</strong> credit<br />

card transactions, <strong>MasterCard</strong> commercial card transactions and <strong>MasterCard</strong><br />

debit card transactions, unless the Merchant elects that the Acquirer shall<br />

not have to provide such separate pricing information; and<br />

6. must indicate on Merchant invoices the number of Transactions, Volume and<br />

total amount of the Merchant service charge separately (including separately<br />

from those of any other card network) for Transactions, <strong>MasterCard</strong> credit<br />

card transactions, <strong>MasterCard</strong> commercial card transactions and <strong>MasterCard</strong><br />

debit card transactions, unless the Merchant elects that the Acquirer shall<br />

not have to provide such separate invoice information.<br />

7.2 Additional Acquirer Obligations and Activities for<br />

Acquiring Transactions from a Merchant—POS and<br />

Electronic Commerce Only<br />

In addition to the rules in Chapter 7, “Acquiring,” Rule 7.2 in part 1 of this<br />

rulebook, the following applies:<br />

16. ensure that Merchants submit recurring payment Transactions only after<br />

they have been registered and received a Corporation-assigned Merchant ID<br />

and static AAV.<br />
