7.9.6 Balance Inquiry<br />

In addition to the <strong>Rules</strong> in Chapter 7, “Acquiring,” Rule 7.9.6 in part 1 of this<br />

rulebook, the following applies:<br />

Each Acquirer must ensure that a balance inquiry is initiated through the use of a<br />

PIN and a magnetic stripe reader and is performed only at Cardholder-operated<br />

POS Terminals and Terminals.<br />

7.10 Hybrid POS Terminal and Hybrid Terminal >><br />

Requirements<br />

In addition to the <strong>Rules</strong> in Chapter 7, “Acquiring,” Rule 7.10 in part 1 of this<br />

rulebook, the following applies:<br />

Effective 1 October 2015, the liability for intraregional counterfeit fraudulent<br />

Transactions in which one Customer (either the Issuer or the Acquirer) is not<br />

yet EMV chip-compliant is borne by the non–EMV chip-compliant Customer.<br />

This liability shift is effective 1 October 2017 for automated fuel dispenser<br />

Transactions (MCC 5542). For purposes of these <strong>Rules</strong>, “EMV chip-compliant”<br />

means in compliance with the Standards set forth in the M/Chip Requirements<br />

manual and other M/Chip documentation and with the EMV specifications<br />

then in effect.<br />

7.11 Additional Requirements for POS Terminals<br />

In addition to the <strong>Rules</strong> in Chapter 7, “Acquiring,” Rule 7.11 in part 1 of this<br />

rulebook, the following applies:<br />

3. POS Terminals must contain keyboards that assign letter-number<br />

combinations as described in Rule 7.10 in part 1 of this rulebook.<br />

4. Effective 19 April 2013, POS Terminals that utilize <strong>Maestro</strong> PayPass >><br />

contactless functionality must transmit the device type indicator in DE 48,<br />

subelement 23 (Payment Initiation Channel), subfield 1 (Device Type) of<br />

authorization messages when such indicator is present in the Card, Access<br />

Device, or Mobile Payment Device used to effect a Transaction.<br />

7.12 Additional Requirements for ATMs<br />

The following replaces Chapter 7, “Acquiring,” Rule 7.12 (2) in part 1 of this<br />

rulebook:<br />
