2.3 Area of Use<br />

In addition to the <strong>Rules</strong> in Chapter 2, “Licensing and Licensed Activities,” Rule<br />

2.3 in part 1 of this rulebook, the following apply:<br />

1. If the Customer has several Licenses, each may define a different Area of<br />

Use;<br />

2. Customers are not required to have a physical establishment in the Area<br />

of Use.<br />

3. An Issuer must use an ICA for Card issuance that accurately reflects the<br />

Area of Use in the corresponding License. An Issuer must use a BIN or<br />

BIN range for Card issuance that accurately reflects the Area of Use in the<br />

corresponding License. Different ranges within a BIN may be linked to ICAs<br />

assigned for different Areas of Use.<br />

2.3.1 Transaction Location<br />

The following additional <strong>Rules</strong> apply in the Europe Region.<br />

2.3.1.1 Face-to-Face Transactions (including Cardholder Activated<br />

Terminals)<br />

The Transaction takes place at the location where the Cardholder is present and<br />

uses the Card to effect payment to the Merchant or to receive a cash advance.<br />

2.3.1.3 Remote Transactions (for example, Electronic Commerce)<br />

The Transaction takes place in the country where the Merchant is established<br />

and organizes the fulfillment of orders and the generation of Transactions for<br />

entry into the system.<br />

2.3.3 Central Acquiring<br />

The <strong>Rules</strong> in this section apply in the Europe Region in place of Rule 2.3.3,<br />

paragraphs 3, 4, and 5.<br />

Provided that they comply with the provisions of this Rule 2.3.3, Customers that<br />

hold a License may centrally acquire Transactions (both POS and electronic<br />

commerce) from Merchants as described in Rule 2.3.3.4 below, including those<br />

undertaken in countries for which the Customer does not hold a License.<br />

Customers must not acquire Transactions from Merchants situated outside their<br />

Area of Use, except pursuant to this Rule 2.3.3.<br />

This Rule 2.3.3 applies to central acquiring in the Region by Customers that<br />

hold a License for any country in the Region.<br />
