SUMMARY
Material poverty, intended like inability to face primary needs like eating,
taking care of personal hygiene and health, is certainly the most dramatic and
visible through the various aspect of social exclusion. Lombardy Region has
recently started a new project with the intent to monitoring social hardship by the
institution of a specific and independent observatory (ORES - Regional
Observatory on Social Exclusion).
ORES research interests includes the creation of a “statistic map of material
poverty in Lombardy”. This mapping has been made by the census of the no profit
organizations (located in the region) engaged to provide answer to people living in
poor conditions. During 2008 more than one thousand and five hundred structures,
serving 315 thousand users, have been located and interviewed.
This paper, in particular, describes the methodological approach determined by
ORES to evaluate material poverty rate using specific cluster at local level. Results
of the census executed have been, furthermore, compared with official source’s
data with the scope to estimate no profit organizations’ ability to respond to
poverty needs.
